Description
The USDA, Agricultural Research Service (ARS), Pasture Systems and Watershed Management Research Unit (PSWMRU), intends to negotiate solely with Picarro, Inc., in Sunnyvale, CA under the authority of FAR 6.302-1, to furnish and deliver a field portable Isotope Ratio Infrared Spectrometer System that is capable of measuring stable isotopes in environmental waters, solid materials (e.g., plants and soils), and water vapor samples, capable of flagging isotope results that are impacted by the presence of organic contaminants in water, and is not affected by changes in temperature or pressure. The system shall include 1) Isotopic Liquid Water and "Certified Continuous Water Vapor" Analyzer ; 2) High Precision Vaporizer ; 3) Auto-sampler CTC HTS PAL ; 4) Hardware/software for vapor calibration using auto-sampler; 5) Hardware/software for analysis of water isotopes in solid samples; 6 ) Live, Remote Start-up Training and on-going support. ALL ITEMS ARE PENDING AVAILABITY OF FUNDING in accordance with FAR 52.232-18 and 52.232-19. The new Isotope Ratio Infrared Spectrometer system is required to measure stable isotopes ( d 18 O, i.e. Oxygen-18, and d D, i.e. Deuterium) in environmental waters, solids (e.g., plants and soils), and in water vapor samples. This equipment with be used in ongoing scientific research to understand hydrologic processes that link agriculture to water resources in the major physiographic regions of the Chesapeake Bay watershed for the USDA, ARS, Pasture Systems and Watershed Management Research Unit (PSWMRU) in University Park, PA 16802. Required Delivery is 120 Days ARO. Shipping is FOB Destination. Warranty is one-year parts and labor. No other spectrometer systems have been located that are field portable, able to analyze stable water isotopes in solids, environmental waters and water vapor, capable of flagging results impacted by the presence of organic contaminants in water, and are unaffected by changes in temperature or pressure. Only one responsible Source and No Other Supplies or Services will satisfy Agency Requirements, FAR 6.302-1(a)(2)). Picarro, Inc. is a small business and the only vendor located that has the above stated capabilities. When the supplies or services required by the agency are available from only one responsible source, or for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The NAICS Code is 334519 with a size standard of 500 employees. This procurement is Set Aside 100% for Small Business. This is not a request for proposal. No solicitation is available. Companies with the demonstrated and financial capacity to provide and service such equipment and warranty must submit a written substantive statement outline the Company's and systems' capabilities, available service agreements and consumable (including price lists). This announcement and any other documents related to this procurement will be available electronically at the internet site http://www.fedbizopps.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received within 5 calendar days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Picarro, Inc. under the authority of FAR 6.302, PENDING AVAILABITY OF FUNDING in accordance with FAR 52.232-18 and 52.232-19.
