- In accordance with Section 803 of the National Defense Authorization Act for Fiscal Year 2002 (Pub.L. 107-107), DFARS 216.505-70(b)(2) and FAR 16.505(b)(2)(i)(B), the U.S. Army Contracting Command-Rock Island (ACC-RI) has a requirement for Exinda Traffic Shaping Hardware. AFARS 5139.101(S-90)(a), the Army's CHESS Program, under PEO EIS, is the mandatory source for commercial IT purchases.
