- The 410thCSB RCO-Miami contracting office intends to intend to negotiate and award a sole source commercial contract with the Florida Department of Management Services, 4030 Esplanade Way Ste 180, Tallahassee, Florida 32399-7016, for the procurement of National Crime Information Center (NCIC) service subscriptions. The Florida Department of Law Enforcement (FDLE) is the central repository for all criminal history records throughout the state of Florida and is responsible for delivering the NCIC 2000 and the Florida Crime Information Center (FCIC II) record(s) information to respective state and Federal Government agencies. This service subscription will provide access to the NCIC 2000 and the FCIC II databases, which is maintained by FDLE. The U.S. Army Garrison - Miami (USAG-Miami) requires access to the NCIC 2000 and the FCIC II in order to conduct background and personnel security checks. The intent is to issue a firm fixed price purchase order on a sole source basis under simplified acquisition procedures and Other than Full and open Competition as authorized by FAR 6.302-1. THIS NOTICE IS NEITHER A REQUEST FOR COMPETITIVE PROPOSALS NOR A SOLICITATION OF OFFERS. Quotes are not being requested and a written solicitation will not be used. Interested contractors must provide information no later than 12:30 p.m. EST on 23 September 2011 via email to guillermo.thorne@hq.southcom.mil. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The intent of this procurement is to award based on Sole Source Acquisition. Incorporated Clauses and Provisions are those in effect through Federal Acquisition Circular 2005-53 effective 4 August 2011 and DFARs DPN 20010725 effective 25 July 2011. North American Industry Classification System Code for this requirement is 561990 and the size standard is $7.0 million. The point of contact is G. J.
