- Notice of Contract Action (NOCA) for ITT - Electronic Systems, Radar, Reconnaissance and Acoustic The Air Force Flight Test Center (AFFTC), 412 Test Engineering Group (TENG), Edwards AFB, CA intends to issue a sole-source contract to ITT - Electronics Systems, Radar, Reconnaissance and Acoustic, Van Nuys, CA (hereafter referred to as ITT), to repair one defective tuner assembly and two defective antenna assemblies in support of the Radio Frequency Monitoring System. The anticipated contract will be a Firm Fixed Price contract. The statutory authority, which permits other than full and open competition for this acquisition, is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 6.302-1(a) (2) (iii) (B). This authority is supported by an approved J&A and is a follow-up to a previously awarded contract FA930211MM003 to ITT for evaluation of the tuner and antennas issued on 8 March 2011. Taking into consideration the responses to this NOCA, it is the Government's intent to proceed with a sole-source action. The applicable NAICS code is 811213. The size standard, as defined by the U.S. Small Business Administration, is $10,000.000.00 dollars. This notice does not constitute an RFQ, nor does it restrict the Government in any way to an ultimate acquisition approach, however, all responsible sources may submit a capability statement or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR QUOTE AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. AFFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer previously identified.
