- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. White Sands Missile Range Contracting Office (WSMR), NM anticipates the release of a solicitation for a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base year and four option years. This contract is to provide portable latrines, hand wash stations, and gender separated latrine trailers. Competition is SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB) only responsible sources are permitted to compete. Work shall consist of furnishing all labor, equipment, tools, transportation, supervision, administration and material necessary to provide latrines, hand wash stations, restroom trailer, and the servicing of these units on the days specified by the task order. Work shall be in accordance with basic contract with general specifications and individual task orders with individual project specifications, instructions, and performance period. The North American Industry Classification System (NAICS) code for this project is 562991 (Septic Tank and Related Services). The Business Size Standard is $7M in average annual receipts. The estimated magnitude of the entire contract to include all option years is not to exceed $2,100,000. A complete solicitation package is scheduled to be released and made available only through the FedBizOpps website at https://fbo.gov/ with an anticipated closing date for proposals on or about 30 Sep 2011. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of RFP Amendments, Clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Information concerning CCR registered requirements may be viewed via the Internet at http://www.bpn.gov//ccr/ or by calling the CCR Registration Center at 1-866-606-8220. INSTRUCTIONS TO OFFERORS: All proposals must be emailed to todd.g.kelley@us.army.mil or delivered to Todd Kelley, Bldg 143 Crozier Street Room 206 White Sands Missile Range, NM 88002 to be received no later than 12:00 p.m. EST. September 30, 2011. Please submit the following information with each proposal; the required lead time to complete delivery from the date of contract award, pricing schedule (attachment 4). Award will be made on a LPTA basis. Proposals must be submitted by an authorized individual of the company, and dated. Email any questions to todd.g.kelley@us.army.mil. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF). The WAWF website is located at https://wawf.eb.mil. There is no charge to use WAWF. Contractors must register to use WAWF at this website and ensure an electronic business point of contact (POC) is designated in the Central Contractor Registration site at http://www.ccr.gov within ten (10) calendar days after award of this contract. Procedures for using WAWF are found in DFARS clause 252.232-7003 Electronic Submission of Payment Requests. Question Submission: Interested Offerors shall submit any questions concerning the solicitation via email to todd.g.kelley@us.army.mil no later than 26 September 2011. Questions received after this date, but prior to close of the solicitation may not be considered. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee must be registered in CCR prior to award, during performance, and through final payment of any contract resulting from this RFP. The government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
