- Description:The U.S. Army Corps of Engineers, Philadelphia District, is soliciting offers under Request for Quote (RFQ) W912BU-11-T-0062 to obtain testing and inspection service on the Reedy Point Bridge to determine if the pinned connections of the hangers for the suspended span and the pin slotted expansion joints at Panel Points 13 and 13' are functioning properly. This shall be accomplished by taking strain measurements on the hangers, displacement measurements at the pin slotted expansion joints, and by recording the relative movements of the deck expansion joints over an appropriate change in ambient temperature. Results will be analyzed and presented in a summary report that discusses observed behavior and proposes future required action. The bridge carries two lanes of Maryland Route 213, north and south from Chesapeake City, Maryland. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations. The Government will award a Firm Fixed-Purchase Order resulting from this solicitation to the offeror whose offer, conforming to the solicitation, is the lowest price, technically acceptable quote. An award is expected to result from selection of the technically acceptable quote with the lowest price. Quotes will be reviewed for completeness and evaluated for acceptability against the evaluation factors: Past Experience, Qualification/Certification Inspectors, Past Performance, and Price Price is more important than non-cost factors, however, non-cost factors are still significant to award. The Request For Quotes, W912BU-11-T-0062, will be available on or about 22 September 2011. Responses are due on 26 September 2011 at 4:30 PM. The total performance period for this procurement will be 120 calendar days after notice of award which should be issued on or about 28 September 2011. The preferred method of response to this solicitation is electronic. The only electronic method of accepting quotes will be via e-mail; no facsimile submissions are authorized. Instructions for submission will be included in the solicitation. Quotations submitted by other than electronic means should be marked "DO NOT open in mailroom" and delivered to the Edward A. Boddie, Corps of Engineers, Philadelphia District, Contracting Division, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, REF: W912BU-11-T-0062. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the RFQ issue date.
