The requirement specifications are changing and there is not enough time remaining to properly solicit this requirement in this fiscal year. In addition, two requirements, Solicitation number N00259-11-T-0552 and number N00259-11-T-0549 combined potentially will exceed NMCSD's local procurement authority. This project will likely be procured by another Command in fiscal year 2012.
