Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quote (RFQ) for one (1) Firearms TrainingSimulator (FATS) System to be utilized for security training activities at NASA WhiteSands Test Facility (WSTF). The FATS will be comprised of the following: FATS CentralProcessing Unit system, Projection System, Projection Screen, Hit Detection Box,Calibration Wand, 5.1 Audio System and Speakers, Touch Screen Monitor, Keyboard andOptical Mouse, All Power and Video Cables to include Power Strip, Transport Cases forSystem and all Peripheral Items, Multiple Multi-Branching Interactive Scenarios, CourseDesigner Programmer Functionality, Laser Training Devices to include Laser OleoresinCapsicum Canisters and Weapon Lasers, Low Light Training Functionality to includeFlashlights with IR lenses, Trainee Action Capture Functionality with Picture-in-PictureVideo/Audio Debrief, Targeting and Skill Builder Functionality, Statistics and DatabaseManagement Capabilities, Baton Branching and Scoring Ability, Compatibility andInteroperability with other NASA center FATS Systems, Delivery, Insurance and StandardMulti-year Warranty, and On-site System and Peripheral Training. In addition to the 'standard load', referenced above, the following supplementalequipment will be provided: Glock 'R' Red Training Weapons, Air Recoil Drop-in Kits forGlock models 22 & 23 (one each), Air Recoil Drop-in Kits for M-4 Rifles (tetherless),Recoil Refill Station with multiple slides to service the Glock 22 & 23 pistols and M-4rifle, Shotgun Laser Insert, Laser Taser with Multiple Cartridges, Return-FireCapabilities, Classroom Trainer Functionality to include Multiple Interactive Handsetsand Base Receiver, and a Ceiling Mount for the FATS system.The provisions and clauses in the RFQ are those in effect through FAC 05-53.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 423490 and100 employees, respectively. The offeror shall state in their offer their size status forthis procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to WSTF is required within 45 days after receipt of order (ARO). Offerors areencouraged to use the Standard Form 1449, Solicitation/Contract/Order for CommercialItems form found at URL: http://servermpo.arc.nasa.gov/Services/NEFS/NEFSHome.tmlOfferors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (JUNE 2010), Contract Terms and Conditions-Commercial Items is applicable. RESTRICTION ON PARTIAL DELIVERIES TheGovernment reserves the right to reject partial delivery unless authorized elsewhere inthis order or authorized in writing by the Contracting Officer. Unauthorized partialdeliveries will be returned to the Contractor, transportation charges collect. 2. ITEMIDENTIFICATION All individual items or packages must be marked with stock numbers andmust be packed in the unit indicated. Any deviation may be rejected and returned to thevendor. 3. PACKING The items shall be packed in substantial commercial containers of thetype, kind, and size commonly used for the particular items, using suitable blocking,bracing, and cushioning to ensure damage-free delivery and content acceptance to thedesignated point by common or other carriers at the lowest rate of the carrier. Ifapplicable, item shelf life will be clearly marked on the exterior of the container. 4.PACKAGING (Interior) Unless otherwise specified herein, only identical items with thesame part number shall be packaged as a unit. Protective measures shall be used toprevent damage from physical hazards during transportation and storage, by application ofpackages and wraps, cushioning, and complete identification marking of unit andintermediate containers. Each unit and intermediate container shall be clearly markedexternally with identification data to include name, quantity, and item number. 5.PACKING LIST A packing list or other suitable shipping document shall accompany eachshipment. The packing list may be enclosed in the package or securely attached to theoutside of the package in a sturdy, waterproof envelope. When more than one package isinvolved in a shipment, the package containing the packing list shall be identified withthe words CONTAINS PACKING LIST. Packing lists shall include, but not be limited to,the following: Name and address of consignor and Name and address of consignee.Applicable NASA Purchase or Delivery Order number. Description of the material shipped,including item number, quantity, number of containers, and package number, if any. 6.HAZARDOUS MATERIALS A material Safety Data Sheet (MSDS) must accompany any delivery ofhazardous materials, one for each individual hazardous material item. This may beaccomplished by enclosing each MSDS in the applicable package, or securely attaching itto the outside of the package in a sturdy, waterproof envelope. 7. DELIVERY INSTRUCTIONSDeliveries must be made to the transportation receiving activity located in Building 420,NASA Lyndon B. Johnson Space Center, Houston Texas. Vendor deliveries will be acceptedonly during normal operating hours which are from 7:30 a.m. to 3:30 p.m. daily, exceptSaturdays, Sundays, and Federal Holidays. Any exceptions to normal delivery will beclearly defined by the NASA Contracting Officer. 8. FEDERAL, STATE, AND LOCAL TAXESExcept as may be otherwise provided in this contract, the contract price includes allapplicable Federal, State, and local taxes and does not include any taxes from which theGovernment, the Contractor, or this transaction is exempt. Upon request of thecontractor, the Government shall furnish a tax exemption certificate or similar evidenceof exemption with respect to any such tax not included in the contract price pursuant tothis clause. For the purpose of this clause, the term date of this contract means thedate of the Contractors quotation or, if no quotation, the date of this purchase order.All contractual and technical questions must be in writing (e-mail or fax) to DominicGolemi not later than 4:30 PM CST on September 23, 2011.
