- NOTICE OF INTENT TO AWARD SINGLE-SOURCE: The Federal Aviation Administration (FAA) has a requirement for Commercial Postage (Mail) Metering Equipment and Maintenance. The FAA intends to engage in a competition to satisfy the need for this requirement on a long-term basis. However, while the FAA is engaging in that long-term competition, the FAA has a need to satisfy this requirement on an interim basis. The FAA intends to award a bridge contract with a six month base and one six month option, if exercised, to Pitney Bowes, Inc., 7630 Little River Turnpike, Suite 800, Annandale, VA 22003. This bridge contract is necessary to provide support to the FAA's Agency-wide metered mail program until the follow-on competitive acquisition is completed. The estimated value of the contract, assuming all options of are exercised, is approximately $108,000. The determination to solicit and negotiate with only one source is necessitated and supported by the following:1. The FAA has previously purchased Pitney Bowes postage scales that interface only with Pitney Bowes Meters. Pitney Bowes is the only source for lease and maintenance on their metering equipment.2. The FAA intends to conduct a competitive acquisition for its long term mail metering equipment and maintenance. However, award of this short-term bridge contract is necessary because it is urgently needed to satisfy the FAA's immediate need for leasing mail metering equipment to support the Agency-wide metered mail program while the Agency conducts a competitive procurement to satisfy this requirement on a long-term basis. The re-competition for the long-term contract should be started and completed during fiscal year 2012.3.This is the most efficient and cost effective method of providing a bridge of services until the long-term award can be completed.This announcement is for informational purposes only, not a request for proposals and is accordance with the FAA Acquisition Management System 3.2.2.4.All responses to this announcement must be directed to Katherine M.
