- Electronic Solicitation, with clauses 2011 Service Wage Determination Past Performance Questionaire Performance Work Statement Synopsis: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform municipal solid waste (MSW) collection and recycling services at Los Angeles AFB. The contractor shall provide dumpsters for recurring and scheduled pickups at LA AFB and Fort Maccarthur of various sizes with scheduled pick up locations according to the workload data and schedules in the appendices. This requirement will be performed in accordance with the standards indicated in the Performance Work Statement (PWS) as well as all local, state, and federal regulations, international agreements, Status of Forces Agreements (SOFA) and appropriate Final Governing Standards (FGS) or, in their absence, the Overseas Environmental Baseline Guidance Document (OEBGD). This service will also include the collection and disposal of refuse during special events and/or unscheduled incidents as well as the maintenance of designated debris-free areas which surround any serviced waste container. In performing these services, the contractor shall comply with all local, state, and federal laws and regulations. This is a commercial acquisition and this solicitation is a request for proposals which will be issued utilizing unrestricted competition procedures. The resulting contract will be a Requirements Contract with the Standard Industrial Classification Code (SIC) of 4212 and a NAICS Code of 562111. The period of performance being proposed includes the base year of 1 October 2011 to 30 September 2012 and four one year options. A Pre-proposal Conference and Site Visit is tentatively schedule on or about 4 Aug 2011 and attendance is strongly encouraged. In order to ensure access to Los Angeles Air Force Base on the date of the visit, prior coordination with SMC/ PKO is required. All potential sources must obtain a DUNS number and register in the Central Contractor Registration (CCR) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number and register in the CCR may result in the delay of award of contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award. Solicitation will be issued on or about 5 August 2011. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS Website) at http://www.fedbizopps.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments to this solicitation. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE code). All responsible sources may submit a proposal, which will be considered by the agency.
