- The Uniformed Services University of the Health and Sciences (USUHS), intends to negotiate on a sole source basis under the authority of FAR 13.106-1 (b) (1), with Sensorium, Inc. Charlotte, VT for the purchase of DBPA-2 72- and 24-Channel EEG recording systems. These systems are being procured as commercial items in accordance with the procedures in FAR Pt. 12, Acquisition of Commercial Items, and FAR Pt 13, Simplified Acquisition Procedures. These systems will be compatible with Sensorium equipment already in use in research conducted at USUHS. To limit the variables within the research study, it is vital that all systems are compatible with the Sensorium equipment already in use. These are customized items and are set to USUHS requirements. The required amplifiers are 72 and 24 channel units. These 72 and 24 channel portable EEG recording systems also use a new digital amplifier technology similar to that on the DBPA-1's already in use. The amplifier and the digitizer are on the same board. The most difficult part is making sure that this EEG amplifier can relay interpretable and useful data to our data collecting computers. Current unique features required by USUHS that are available on the Sensorium DBPA-2 EEG Amplifiers are: - Bi-polar impedance matched differential input stage - Electrode Impedance testing of all inputs concurrently, presented on a 2d map - Electrode impedance results data files - IEC-60601-1 BF compliance - medical grade power supplies - Bessel low pass filter - Transfer function linearization - 17 bit INL, + to - 0.5 bits - Isolated Ethernet transfer to host computer - Synchronized and isolated 24 bit digital data logging with analog stream - 100K mating cycle input connectors - Programmable high pass, gain, impedance - Servo high pass filter for increased resolution and dynamic range - Multiple set-up default settings for ease of operation - Data engine formatting files in Matlab, binary, EMSE, EDF, and Excel - Post process filtering and real time filtering - Dynamically selectable data windows - Serial handshake with E-Prime and Presentation - Photodiode display logging option - Expansion to 144 channels - Stimulus display window Since the Sensorium EEG amplifiers use the latest technology these 72 and 24 channel units are now available to increase the efficiency and effectiveness with which data can be collected and interpreted. The current request for second generation DBPA-2 systems will include improvements to each unit's internal boards and further ruggedization to meet our expected off-site demands. Via in-field testing, due to the adverse noise generated by diesel generators, poor power regulation, a new aggressive filtering scheme has been designed for the requested second generation. In addition, our in-house designed visual stimulator for ERP measurements has been tested with a Sensorium prototype and will be included in this system. A more detailed breakdown the second generation DBPA-2 systems includes: - 72 and 24 Channel EEG amplifier system - RFI input filtering - Calibration switch circuits - Stimulus response appliance - Stimulus response circuits - Tachistoscope filtering - Shared reference amplifier upgrades - 1"x1"x1" preamplifier with serial digital link to main system - Alden Pulse-Lok high mating cycle count input connector - Montage screen power supplies - Output data engine module This supply requirement will be procured in accordance with the procedures of FAR Part 12 - Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of USUHS is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. As such, it is essential USUHS provide the necessary supplies required for our students and researchers to become successful doctors and nurses and to be able to provide the best care possible for our soldiers. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can meet the above-mentioned requirements as specified. A determination by the Government not to compete this proposed action based upon responses received is solely within the discretion of the Government.
