Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-CSB-(AR)-2011-304-DLM and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-53 (August 4, 2011). The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Background The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The mission of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is to support research into the causes, treatment, and prevention of arthritis and musculoskeletal and skin diseases; the training of basic and clinical scientists to carry out this research; and the dissemination of information on research progress in these diseases. NIAMS Intramural Research Program will be able to measure the metabolic activity of cells, such as cells from TRAPS patients and other auto inflammatory diseases, to determine the basal oxygen consumption, glycolysis rates, ATP turnover and respiratory capacity of the cells. Equipment : 1. XF96 Extracellular Flux Analyzer, Item Number: 100900-100, Quantity: One (1) Each and includes the following: • Dual Analyte Detection Capability; • Integrated Automated Drug Delivery; • Temperature Adjustable Measurement Chamber; • Color LCD Touch Screen & Integrated Computer; • Windows XP Operating System; • Data Acquisition & Display Software; • Excel-based Desktop Analysis Software; • 2 XF FluxPaks; and • One Year Warranty. 2. XP Prep Station, Item Number: 101200-100, Quantity: One (1) Each. 3. Shipping and Handling Charges. The instrument will need to : • Measure oxygen consumption rate (OCR) and extracellular acidification rate (ECAR) of living cells simultaneously, in real-time; • Have the ability to add multiple reagents/substrates to samples during measurement intervals; • Ideally use 96-well tissue culture microplates; • Perform kinetic measurements in real-time of entire plate simultaneously; • Require no addition of dyes, labels or reporters-should be completely non-invasive measurement; • OCR and ECAR rate are calculated quickly: 2-5 minutes using data acquired every 14 seconds; • Only need a small number of cells: typically require range of only 30,000 to 80,000 cells per well; and • Measure adherent cells without requiring trypsinization. FAR Provisions apply to this acquisition are: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial Items (JUN 2008) ; 2) As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 4) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The Offeror must include in their quotation the hourly rate, unit price, total cost per year, the price list, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and Online Representations and Certifications Application (ORCA) www.bpn.gov. Interested parties capable of furnishing the Government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due by September 23, 2011, 7:30 a.m., Eastern Standard Time. The quotation must reference Solicitation number NHLBI-CSB-(AR)-2011-366-DLM. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
