- In accordance with 10 U.S.C. 2304(c)(1) as applied per FAR 6.302-1(a)(2), the Government anticipates awarding a sole source, cost-plus-fixed-fee type modification on contract W31P4Q-09-C-0607 to DRS Sensors and Targeting Systems, Inc., 13544 N. Central Expressway, Dallas, TX 75243. The DoD has a requirement for the development of hand-held and weapon mounted system platforms for DRS's medium wave infrared (MWIR) detectors. This acquisition will add four options. The award of this modification continues research begun by the DRS under W31P4Q-09-C-0607 in response to the DARPA BAA 08-54 in support of the Microsystems Technology Office (MTO) and DoD. DRS is the only contractor that can complete the proposed scope of work due to their prior knowledge and experience demonstrated in the basic effort. Since DRS's proprietary designs are being modified, they are the only contractor who can reasonably perform this work. No other contractor other than DRS can provide the expertise, facilities, and proprietary designs/patent rights to continue this effort without substantial or total duplication of cost to the Government and unacceptable delays of up to a year or more in fulfilling the agency's requirements. Only DRS and no other source will satisfy agency requirements.
