Description
The Department of Labor (DOL), Employment & Training Administration (ETA) intends to negotiate a FFP contract, on a sole source basis, with The Minnesota Department of Employment and Economic Development to enhance the CareerOneStop website to include resources dedicated to persons with disabilities. This contract is being entered into under the statutory authority of FAR 6.302-1. There is only one responsible source, The Minnesota Department of Employment and Economic Development who developed the website at the expense of DOL. CareerOneStop (COS) is a website that offers career resources and workforce information to job seekers, students, businesses, and workforce professionals to foster talent development in a global economy. The purpose of the COS project is to maintain and operate a website that serves as a public broker for information about career and workforce information and the location of physical delivery points of workforce investment services. Some of the objectives of the contract include: (1) hosting and operating all COS-related websites, such as America's Service Locator and Career InfoNet; (2) designing and developing Web portals and pages to meet emerging high-priority needs; (3) enhancing COS sites to improve usability and content; (4) staffing and operating the COS Service Center; and (5) improve functionality of the America's Service Locator Database to facilitate the sharing of information to foster the development of intergovernmental relationships and partnering between DOL and other federal organizations. Using a sole source contract for this technology-based project allows the Department to leverage prior investments, implement long-term cost savings strategies, and lower the overall investment in technical platforms. The period of performance shall be from date of award through one year in order to cover the development and implementation of the Disability Site within CareerOneStop. The North American Industry Classification System (NAICS) code applicable to this acquisition is 923130. The Government intends to solicit and negotiate directly with The Minnesota Department of Employment and Economic Development. No solicitation package will be issued. This notice of intent is for informational purposes only, no proposals will be accepted. An award shall be made to The Minnesota Department of Employment and Economic Development. The anticipated award date is 30 September 2011.
