Description: 1. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. 2. Request for Quote (RFQ) R11PS67052 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding shall be registered with the Central Contractor Registration (CCR) and Online Registration Certification Application (ORCA) NO EXCEPTIONS. 3. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffara.htm 4. This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 111998 -"All Other Miscellaneous Crop Farming"; Small Business Size Standard: $0.75 million. Product Service Code: 8730 - "Seeds and Nursery Stock." 5. Contractor to provide all labor, materials, tools, equipment, transportation, and supervision to deliver the following new: PROVIDE THE FOLLOWING CERTIFIED SEED. SEED SHALL BE PACKAGED FOR 2011; SEED ORIGIN SHALL BE IDENTIFIED ON LABEL; PERCENTAGE PURE LIVE SEED CONTENT SHALL ON LABEL; PURITY SHALL BE 85% MINIMUM; GERMINATION SHALL BE 85% MINIMUM; AND SEED SHALL BE CERTIFIED AS NOXIOUS WEED SEED FREE. SEED SHALL BE UNIFORMLY AND THOROUGHLY MIXED FOR DELIVERY. ARRANGEMENTS SHALL BE MADE FOR INSPECTION PRIOR TO MIXING WITH RECLAMATION STAFF. a. PRYOR SLENDER WHEATGRASS; Quantity: 4,000 POUNDSb. ROSANA WESTERN WHEATGRASS; Quantity: 3,500 POUNDSc. CRITANA THICKSPIKE WHEATGRASS; Quantity: 2,500 POUNDSd. LODORM GREEN NEEDLEGRASS; Quantity: 2,000 POUNDSe. ALKAR TALL WHEATGRASS; Quantity: 3,000 POUNDSf. WINTER WHEAT; Quantity: 10,000 POUNDS QUANTITY IS BASED ON TREATING 1,000 ACRES. ACTUAL DELIVERY TO THE FIELD WILL BE on or before February 29, 2012 TO COINCIDE WITH DORMANT AERIAL RESEEDING. Quantities required are listed as pounds of Pure Live Seed (PLS), where PLS = (% purity) x (% germination) x (gross weight) and Percent purity = 100 - (% trash + % weed seed). Storage: Seed will be held at the vendor's facility until a dormant seeding takes place this winter (no later than February 29, 2012). Seed shall be available no later than October 31, 2011. Vendor shall store and secure all of the seed for this requisition and ensure the availability of the all of the seed for delivery upon notification from the Government to begin delivery. Delivery: Upon notification from the Government to deliver, all seed will be delivered within five (5) calendar days and efforts of delivery will be coordinated with the designated Reclamation point of contact upon award. All Seed will be delivered to Reclamation's facility, or designated local site (for example, the local airport or reservoir site). Anticipated delivery locations:a. Tiber Field Office882 Sanford Park RdChester, MT 59522 b. Tiber Reservoir c. Local airport 6. FOB-Destination for delivery to: Tiber Reservoir, MT 59725. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC).The contractor shall coordinate the exact dates and times of delivery with the Reclamation, at least one week in advance. The contractor shall ensure that the total for all amounts ordered and delivered does not exceed the amount noted in the contract line item. 7. The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. 8.
