- 1. Invitation for Bid (IFB) W911RX-11-B-0001, PW Pavilion Construction Project's bid opening was held 12SEP11, at 10:00 am. Received six (6) bids and Riley Construction Co., Inc was the apparent low bidder. a. The bids were solicited as required by FAR 14.2 and were submitted as required by FAR 14.3. b. The requirements listed in FAR 1.602-1(b) and Part 6 were met. c. The apparent low bidder, Riley Construction was determined responsible IAW FAR 9.1 and its bid was responsive to the terms of the Invitation For Bid and is most advantageous to the Government, considering only price and price-related factors included in the invitation IAW FAR Subpart 14.4 2. Therefore, contract W911RX-11-C-0017, a FFP Contract in the amount of $253,213.00 has been awarded to Riley Construction Company, Inc. of Manhattan, Kansas.
