Description
This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The RFQ number is R11PS34245. This announcement constitutes the only RFQ; quotations are being requested and a written RFQ will not be issued. The Bureau of Reclamation, Yuma Area Office has a requirement to purchase well screens. This requirement is a small business set-aside; however, large businesses are encouraged to submit quotes in the event that small business quotes are determined to be not technically acceptable. The associated North American Industry Classification System code for this RFQ is 221310; Water Supply and Irrigation Systems, and the Small Business Size Standard is $7.0 Million. Quotations shall include, proposed delivery in days, pricing for items with shipping included in unit price (F.O.B. Destination) and the company's DUNS Number and items listed under Technical Information Required from Offeror. All responsible sources may submit a quote, which if timely received, shall be considered by this agency. SPECIFICATIONSWell screens shall be of continuous slot design to provide maximum open area to reduce entrance velocity. The well screens shall be constructed of vee-shaped trapezoidal wire continuously wrapped around equally spaced support rods of the same material. Each junction of wire/rod contact shall be resistance welded. The screens and end fittings shall be made of 304 stainless steel material. The screen shall be manufactured with a wrap wire designed to well depths of 600 ft. with design slot opening as listed. Screens shall be manufactured in various lengths as listed. Screens shall be complete with 304 stainless steel fittings attached to each end. Standard weld rings are shall be a minimum of 6 inches. The Offeror shall furnish and deliver the following items listed below: LINE ITEM NO. 0001 - Screen length - 10 ft., 10 Slot - Qty - 6 EA -- UNIT PRICE $_________; TOTAL $__________ LINE ITEM NO. 0002 - Screen length - 20 ft., 40 Slot - Qty - 2 EA -- UNIT PRICE $_________; TOTAL $__________ LINE ITEM NO. 0003 - Screen length - 20 ft., 50 Slot - Qty - 3 EA -- UNIT PRICE $_________; TOTAL $__________ LINE ITEM NO. 0004 - Screen length - 20 ft., 80 Slot - Qty - 4 EA -- UNIT PRICE $_________; TOTAL $__________ TECHNICAL INFORMATION REQUIRED FROM OFFEROR: The screen manufacturer shall provide a submittal and schematic drawing of the proposed screen design. The documents shall include the outside diameter (OD), interior diameter (ID), construction materials, slot size, approximate weight per foot; wrap wire width, wrap wire height, collapse strength, percent open area, inlet open area per foot, transmitting capacity per foot, number of support rods, diameter of support rods; total cross sectional rod area, material yield strength, tensile strength, column load and recommended hang weight. Offeror shall submit name of proposed manufacturer which shall have been in the business of constructing well screens for no less than 10 years. Offeror shall annotate in the quote proposed manufacturer's information and time in business. Notice: Award will be made to the lowest priced technically acceptable offeror. All items shall be delivered within 10 weeks after receipt of order; delivery shall be FOB Destination to: Bureau of Reclamation, Attention: Warehouse, 7301 Calle Agua Salada, Yuma, AZ 85364. This RFQ incorporates provisions and clauses in effect through FAC 2005-53. It is the responsibility of the Offeror to be familiar with the applicable clauses and provisions. The following FAR provisions and clauses apply to this RFQ and are incorporated by reference, with the same force and effect as if they were given in full text. Offeror shall include a completed copy of this provision with its offer or be registered at www.ORCA.bpn.gov. After reviewing the ORCA database information, the offeror certifies by submission of its quote that the representation and certifications currently posted electronically with regard to FAR 52.212-3, Offeror Representations and Certifications Commercial Items have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this RFQ), as of the date of its quote. Offerors wishing to incorporate their representation and certifications in the ORCA database into their quote by reference shall affirmatively state their desire to do so. Offerors are reminded that effective October 1, 2003, prospective vendors must be registered in the Central Contractor Registration (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. The following information is required to register: (1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN); (2) DUNS or CAGE Code; (3) Telephone Number; (4) E-mail addresses. Those registering are responsible for the accuracy of the information. All notification of changes to this solicitation shall be made through the Internet.
