- Notice of Intent to Award Sole Source Procurement. Department of Homeland Security (DHS) Office of Science and Technolog (S&T) Directorate intends to issue a sole source purchase order to Bio-Rad Laboratories by other than full and open competition, in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, to provide DHS S&T Plum Island Animal Disease Center (PIADC) with two DNA Engine Tetrad Base Instruments (four module configuration) and 96 Well Alpha Unit. This notice is not a request for competitive proposals. Thus, this is not a formal solicitation. Therefore, this is not considered a Request for Proposal (RFP).
