Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is being issued using Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This acquisition will be conducted in accordance with FAR Subpart 13.5. This solicitation is a request for quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. This requirement is being competed as a Total Small Business Set-aside using associated North American Industrial Classification System (NAICS) code 443120 with a size standard of $25.5 million. A Firm-Fixed price will be awarded for this effort. All quoters will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential quoter to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Janine Kerns Contracting Officer at janine.kerns@nist.gov. Quoters shall identify the solicitation number, company name, company address, as well as point of contact, email address and phone number. SB1341-11-RQ-0745 is issued as a Request for Quotation (RFQ), to provide the following services: CISCO SMARTnet Brand Hardware and Software Maintenance Services, 8 hours per day, 5 days per week for NIST-owned Cisco devices per the items in the attached inventory list to NIST owned Cisco Brand Hardware and Software located at the NIST Gaithersburg, MD. Quoters shall quote on the below line items and provide pricing on the attached Inventory List. CISCO SMARTnet 8x5xNBD Period of Performance: September 28, 2011 through September 27, 2012 Each Offerorshall submit a Firm-Fixed Price Quote for the following Contract Line Items: 0001 8 x 5 x next business day hardware repairs 12 Months $ ___________________ 0002 Access to a CCO account on CISCO's website 12 Months $ ___________________ 0003 Access to software downloads from CISCO's web site 12 Months $_________________ 0004 Access to CISCO's Technical Assistance Center for troubleshooting 12 Months $ ___________________ 0005 Maintenance Items for 1 Year per Attached Inventory List (total from attached inventory list)12 Months $ ___________________ TOTAL COST FOR 1 YEAR $ _________________ Performance location is at the Department of Commerce/National Institute of Standards and Technology, Gaithersburg, Maryland. The contractor shall provide all associated labor, parts, materials, and service as defined by CISCO for CISCO SMARTnet maintenance for all line items stated above and described in the attached inventory file. The contractor shall also submit the attached inventory file with Column (F) filled out per line items 1 through 566 with pricing for each SmartNet Maintenance Product. Section 508 of the Rehabilitation Act of 1973, as Amended, does not apply to this acquisition because the items are located in an area only accessed infrequently by maintenance personnel. Provisions and Clauses: The following provisions and clauses apply to this acquisition and are hereby incorporated by reference. Instructions to Offerors: Due Date for Quotations: Offerors shall submit their quotations to Janine Kerns at janine.kerns@nist.go so that NIST receives them not later than 10:00 AM Eastern Time on Thursday, September 15, 2011. FAX quotations shall not be accepted. E-mail quotations shall be accepted at janine.kerns@nist.gov. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Quotation Instructions: The Offeror shall submit the following: Technical Acceptability: The Offeror shall quote on CLINs 0001-0566 per Attachment 1 Inventory List and submit their quoted pricing with their quote by completing column F Price of Attachment 1 Inventory LIST. The offeror shall submit Attachment 1 with Column F filled with the offeror's quoted price in addition their firm-fixed price quotation for CLINS 0001 through 0005 as noted above. The offeror shall submit a statement that all items listed in the attached Inventory File shall be covered for 8x5 NBD Cisco SmartNet Maintenance under their quotation. The offeror must also submit Evidence that the offeror is an authorized Cisco Partner. Award shall only be made to an authorized Cisco Partners. Price: The Offeror shall submit a firm-fixed price per each CLIN in accordance with CLINS 0001 through 0004 as noted above and also submit Attachment 1 Inventory List by completing Attachment 1 Inventory List's Column F with their quoted fixed price for components 1 through 566. Basis for Award Determination/Evaluation Criteria: Award shall be made to the firm who is an authorized Cisco Partner that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. Price: Quoted price will be evaluated for reasonableness.
