- Limited Sources Justification The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) is synopsizing its intent to award a sole source contract to Palantir Technologies, Inc. pursuant to the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, for the procurement of an automated proprietary intelligence and investigation management software solution that will be used to support ICE agents, analysts, and other support personnel in their investigative operations. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. A limited sources justification is attached to this notice. The North American Industry Classification (NAICS) Code is 511210, Software Publishers. This requirement specifically includes the purchase of Palantir Government perpetual licenses, training, and associated support which allows ICE operational elements the ability to communicate with each other and collaborate on missions. Palantir Government was designed specifically to support environments that have a need to consolidate fragments of data spread across a vast set of platforms. Additionally, Palantir Government is an open platform, making it completely interoperable with all other tools ICE/HSI has in use. No other software solution exists that can meet all of the unique requirements needed to support HSI's intelligence activities. Market research efforts have yielded that other solutions can only address certain salient characteristics of the requirement rather than all of the required capabilities needed by HSI. Additionally, as this solution is proprietary, there are no other approved distributors or sources of maintenance/support.
