- This combined synopsis/solicitation is a sole source acquisition notice forcommercial items prepared in accordance with FAR Subpart 12.6, as supplemented withadditional information included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.The Kennedy Space Center (KSC) has a requirement for a precision waveguide. This noticeis being issued as a Sole Source Request for Quotation to Damaskos, Inc., Chadds Ford, PAfor the following:CLIN 1: Instrument control and data processing software for an Anritsu Lightning VNAModel 37369D supporting LRL calibration, insertion loss, return loss, and mu/epsilonmaterial measurements of waveguide setups in one and two-port configurations. Part Number: MuEpWvGdCLIN 2: Waveguide Setup: X Band (8.2 - 12.4 GHz)CLIN 3: Waveguide Setup: Universal Platform Supports R, S, G, C, X, P BandsCLIN 4: Waveguide Setup: S Band (2.6 3.95 GHz)CLIN 5: Waveguide Setup: R Band (1.7 2.6 GHz)CLIN 6: Cables: Pair to Mate a Setup and the AnalyzerCLIN 7: Training: Contractor shall provide a one-day hands-on training at the contractorfacility for one attendant. The training shall provide instruction regarding the propermaterial sample preparation and alignment in holders, calibration of set-up andmeasurement process using the material measurement software with the network analyzer,and a description of typical measurement issues with troubleshooting techniques. Delivery of all items and training is required no later than December 9, 2011. Damaskos, Inc. is the only company that can provide a precision waveguide with softwarethat directly interfaces with the existing Launch Services Program Anritsu NetworkAnalyzer (Anritus Lightning VNA Model 37369D). Precise measurements are required formaterial sample permittivity and permeability predictions. The sample mount on theDamaskos, Inc. waveguide allows for this precise measurement. Use of a waveguidemanufactured by a different company would not allow sufficient accuracy for an effectivecalibration because the software would not be compatible with the existing AnritsuNetwork Analyzer. Damaskos, Inc is the only source for Damaskos, Inc. equipment andsoftware; therefore, it is in the best interest of the Government to procure thiswaveguide from Damaskos, Inc.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their quotation and detailed capabilities andqualifications to perform this effort in writing to the identified point of contact nolater than 11:00am EST on September 22, 2011. Such detailed capabilities andqualifications must demonstrate in writing the ability to meet this requirement and willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the Government. Questions must be received in writing (email) by 11:00am EST on September 21, 2011 to theidentified point of contact.Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed. See NASA Specific Note 'B'. In accordance with FAR 19.502-1(2), this acquisition is set aside for small business. TheNAICS Code and the small business size standard for this procurement are 334515, 500employees respectively. The offeror shall state in their offer their size status forthis procurement.Offers for the items described above are due by 11:00am EST on September 22, 2011 toNASA-KSC, Attn: Alissa Matthews, OP-LS, KSC, FL 32899 or alissa.matthews@nasa.gov.
