- Description
- The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed pricecontract to Aastra USA for Hardware and software maintenance of the Pointspan PrivateBranch Exchange (PBX) manufactured by Aastra Intecom Inc. The maintenance includessoftware subscription, technical support and defective parts replacement for the PBX atStennis Space Center which consists of Aastra Intecoms Integrated Terminal Equipment(ITE) telephone and interface sets and analog commercial standard telephone equipment.The Government-Owned Telephone Switch System is responsible for providing telephoneservices for the NASA mission and tenant activities that fulfill mission objectives anddefense priorities located at John C. Stennis Space Center, MS.Aastra USA is the only known vendor that can provide these services. There will be onlyone award made for this requirement and the period of performance will be a nine (9)month base period and four (4) option years for a total period of performance offifty-seven (57) months. This is a sole source commercial acquisition under the authorityof FAR Parts 6.302-1 and 12. The Government believes only one responsible source canprovide the services that will satisfy the Agency's requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform theeffort, in writing, to the identified point of contact not later than 3:00 p.m. (localtime) on September 29, 2011. Please send e mail submissions to: Cheryl.A.Lunt@nasa.gov.Submissions will be evaluated solely for the purpose of determining whether or not toconduct this procurement on a competitive basis. Oral communications are not acceptablein response to this notice. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the Government. This acquisition isunrestricted. The NAICS Code and Size Standard are 518210 and $25 Mil respectively. TheDPAS Rating for this procurement is DO-C9. FOB is destination. It is anticipated thatSolicitation No. NNS11407652R will be issued to Aastra USA on or about October 3, 2011with their response due NLT 3:00 p.m. on November 3, 2011. An Ombudsman has beenappointed.
