Description
The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with ePocrates, Inc. for 275 individual 12-month site licenses to the ePocrates electronic medical database. This product will authorize USU’s medical students to access the ePocrates medical database, which allows quick access to Drug monographs, Drug interaction checkers and calculators, Infectious disease treatment guide, Information on alternative medicines, Pill ID and pill pictures, Disease monographs, Lab and diagnostic tests, and Medical news and software updates. This product will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. USU has built its curriculum around the ePocrates medical database. Much time and effort has gone into crafting USU’s current curriculum, so USU would incur considerable costs if it were to attempt to revamp its curriculum to adapt to another database. ePocrates is the sole provider for electronic access and software updates to the ePocrates medical database. This database is also required by USU because it provides necessary medical information for USU’s medical students and faculty in the appropriate Palm, Win Mobile, Blackberry, and Ipod/Itouch platforms. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be received via email ( benjamin.kacher@usuhs.mil ) by 9:00 a.m. EST on September 20, 2011.
