- The Army Contracting Command, National Capital Region (ACC-NCR) on behalf of the Office of the Judge Advocate General (OTJAG) of the Headquarters of the Department of the Army (HQDA) intends to award a sole source contract under the authority of FAR 13.106-1(b), Soliciting from a Single Source, to Sanction Solutions, a subsidiary of Alexander Gallo Holdings, 101 Marietta St NW Suite 2700, Atlanta, GA, 30303. Sanction Solutions will provide an Enterprise License Agreement for the unlimited use rights to Sanction Version 2.9 software. This will allow OTJAG HQDA users to utilize Sanction Version 2.9 software on laptops and network computers for case presentation and case management capabilities. This action will result in a firm-fixed-price (FFP) contract with a base period of performance (software maintenance) from time of award through one year thereafter, and two additional one-year Option periods of performance for continued software maintenance. This Notice of Intent is not a request for competitive proposals. There will be no RFP available for this requirement. Phone calls will not be accepted. Interested parties may express their interest and provide a Capability Statement to thomas.j.herrle@us.army.mil no later than 20 September 2011. A determination not to compete this proposed contract action, upon receiving responses to this notice, is solely within the discretion of the Government.
