- NOTICE OF INTENT TO SOLE SOURCE Notice of Intent to Sole Source Title: Annual Service Contract for Maintenance and Repair of Liquid Scintillation Counters The U.S. EPA intends to award on a sole source basis, under the authority of FAR Part 6.302-1(a)(2) and 13.106-1(b), with PerkinElmer Health Sciences, Inc. for a service contract for maintenance and repair of liquid scintiilation counters located at the EPA Chemistry Laboratory Building and the RIENL Mobile Environmental Radiation Laboratory, both located in Las Vegas, NV. The contract is expected to have a base year and one option year. EPA has identified PerkinElmer Health Sciences, Inc. as the only provider of the services to meet the requirements of this procurement. The maintenance contract will require a factory-certified service technician to maintain the instruments to their original operating specifications. The instruments contain light-sensitive components (photomultiplier tubes) that must be handled in such a way as to prevent damage. Each instrument contains a radioactive Ba-133 source and must be opened by an individual trained in maintaining/repairing the instr uments safely. Some of the components in the instruments are only available from the instrument manufacturer. This procurement will be fulfilled under FAR Part 13. Interested firms may identify their interest and capability to respond to the requirements by 12:00 pm, EST, September 21, 2011. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
