Description
VA Eastern Colorado Healthcare System Psychiatric Residential Rehabilitation Treatment Program Project #554-318 The VA Eastern Colorado Healthcare System (ECHCS), Denver, Colorado is seeking the services of a qualified Architectural Engineering (A/E) firms (NAICS 541310) with specialized experience in architectural, interior design, structural, civil, landscaping, mechanical, fire protection, electrical and plumbing systems including construction period services and whole building commissioning for a new structure to be located at the new VA Fitzsimons campus in Aurora, Colorado. The selected firm shall provide all technical services necessary for design and development of construction drawings and specifications. The project shall construct an approximate 18,130 GSF, 20-bed PTSD Psychiatric Residential Rehabilitation Treatment Program (PRRTP) at the site of the planned replacement hospital facility in Aurora, Colorado. The estimated construction range is between $5,000,000 and $10,000,000. Offerors shall submit Standard Form 330 in accordance with FBO numbered note 24. Selection criteria is as follows in descending order of importance: (1) Previous experience of AE team and consultants in the design of similar projects, including experience with VA Projects and familiarity with Fitzsimmons campus requirements; (2) Familiarity and previous design experience related to VA specific design requirements including VA Master Specifications, VA Design Guides and Manuals, Physical Security Requirements, Whole Building Commissioning, Sustainable Design and Energy Requirements, Space Planning Criteria, Accessibility and Barrier Free Design, etc; (3) Previous experience and ability to design full integration of this new building into the planned ECHCS healthcare campus, including utilities, architectural appearance, building systems such as fire alarm, building controls, security, etc.; (4) Experience and ability to create model and construction documents using Building Information Modeling (BIM) in Autodesk Revit; (5) Project control for scope, schedule and cost; (6) Geographical location of firm within a 200 mile radius of the VA ECHCS, Denver, CO. The contractor shall submit the requested information in three separate binders. Binder one shall be labeled as such, and consist of the offer's Standard Form 330. Binder two shall be labeled as such, and consist of all remaining supplemental information with the exception of present and past performance information. Binder three shall be labeled as such and consist of the offeror's present and past information. Failure to provide the requested information may render your proposal non-responsive. This is not a request for proposal. The North American Industrial Classification Code for this procurement is 541310. VA shall review submitted SF330 forms to rate and rank each design team according to the factors within the criteria stated below. The top ranked firms will be selected for interviews and references will be checked prior to final selections. Funding for this project is not currently available; award will be subject to Fiscal Year (FY) 2012 funding limitations. SF 330s Part I and Part II as required by this announcement are due no later than 2:00 PM MST on October 18, 2011. This is a 100% set aside for Small Businesses. Selection Criteria Details (1) Previous experience of AE team and consultants in the design of similar projects, including experience with VA Projects and familiarity with Fitzsimmons campus requirements. AE shall demonstrate previous experience for key team members to include design experience related to new construction of similar size and scope, previous experience related to design of projects utilizing VA requirements, and familiarity with the VA Fitzsimmons campus requirements. oAE Project Manager oAE Lead for each Major Discipline (minimally to include civil, architectural, MEP) oOther key personnel and consultants (2) Familiarity and previous design experience related to VA specific design requirements of including VA Master Specifications, VA Design Guides and Manuals, Physical Security Requirements, Whole Building Commissioning, Sustainable Design and Energy Requirements, Space Planning Criteria, Accessibility and Barrier Free Design, etc. This includes specific requirements for the new building such as the VA Mental Health Design Guide and Physical Security. AE shall demonstrate previous experience for key team members utilizing the VA Office of Construction & Facilities Management Technical Information Library in order to begin design with a complete understanding of the complexities involved. oAE Project Manager oAE Lead for each Major Discipline (minimally to include civil, architectural, MEP) oOther key personnel and consultants (3) Previous experience and ability to design full integration of this new building into the planned ECHCS healthcare campus, including utilities, architectural appearance, building systems such as fire alarm, building controls, security, etc. oAE Project Manager oAE Lead for each Major Discipline (minimally to include civil, architectural, MEP) oOther key personnel and consultants (4) Experience and ability to create model and construction documents using Building Information Modeling (BIM) in Autodesk Revit. AE shall demonstrate previous experience for key personnel utilizing software, VA BIM Guide, etc. AE shall demonstrate experience and knowledge preparing construction and commissioning requirements for BIM utilization throughout the entire design and construction process including turnover to the facility and use for Facility Management during building lifecycle. oAE Project Manager oAE Lead for each Major Discipline (minimally to include civil, architectural, MEP) oAE Drafters oOther key personnel and consultants (5) Project control for scope, schedule and cost. AE shall demonstrate previous experience and ability, software and other tools utilized to control scope, schedule and cost both during design and construction. oAE Project Manager oAE Lead for each Major Discipline (minimally to include civil, architectural, MEP) oOther key personnel and consultants (6) Geographical location of firm within a 200 mile radius of the VA ECHCS, Denver, CO.
