Description
This amendment is issued to answer questions that were received in response to the Combined Synopsis Solicitation, correct the CLIN structure, make minor revisions to the PWS, and to add additional attachments. Question 1: On page 2 of the Synopsis/Solicitation it states that the period of performance is one (1) base year and four (4) option years. Page two of the PWS states that the period of performance will be one (1) base year and two (2) option years. Please clarify the set period of performance for this contract. Answer 1: This contract's period of performance will be for one (1) base year and four (4) option years. Question 2: On page 7 of the Synopsis/Solicitation, the Plant Manager Certification requirement calls for a Grade 4 Water System Operator as classified by the Environmental Protection Agency. Pages 1 and 4 of the PWS, states that the Plant Manager must possess an ADEQ Grade 3 Water Treatment Operator Certificate. Please clarify the level of certification required. Answer 2: The level of certification that is needed is an ADEQ Grade 4 Water Treatment Operator Certificate. Question 3: In section 1.3 of the PWS, YPG normal duty hours are listed as 6:00 a.m. through 4:30 p.m. Monday through Thursday and it states that WTS work should not be performed outside of these hours. Paragraph 2 of section 1.4 specifies that at a minimum, an operator will be present during the hours of 6:30 a.m. to 4:00 p.m. Sunday through Saturday. Please clarify the normal duty hours for the WTS operators. Answer 3: YPG hours are 6:00am - 4:30pm Monday through Thursday; however those are base operating hours, not the Water Treatment Plant (WTP) hours. The WTP contractor shall have a certified operator on-site Sunday through Saturday 6:30am to 4:00pm. Question 4: Please provide the historical chemical usage for the current contract. Answer 4: The Government does not maintain records of this information. This requirement has been contracted for over twenty (20) years. Offerors shall include the cost of the chemicals into their monthly service price. The PWS includes information about our Water Treatment Plants and Systems, which provides potential offerors enough information to estimate necessary chemical usage. Firms are expected to be experts in the operation and maintenance of these systems. Question 5: Please provide the current annual contract price and the current Contractors company name. Answer 5: The current contractor's name is D&S Services. The current annual price of the contract is $518,508.67. This annual amount does not include the two new systems that were brought online in June 2011. The two new systems are the YTC Water Treatment Plant and the KFR Water Treatment Plant. Once these new systems are fully operational, we anticipate the majority of the RO systems will be decommissioned. Please refer to Technical Exhibit 3 - RO Systems List, page 6, to see which RO systems will stay online. Question 6: Please provide the five (5) year repair history for the Water Treatment Plants and Reverse Osmosis Systems. Historical data regarding repair history is not available other than the total number of service orders issued annually for all systems annual covered under the current contract service order quantities are provided below: FY06-29 SERVICE ORDERS FY07-20 SERVICE ORDERS FY08-17 SERVICE ORDERS FY09-24 SERVICE ORDERS FY10-11: 40 SERVICE ORDERS Service Order Repairs/Parts are as follows: membranes, pumps, motors, solenoid valves, sample cock valves, pressure switches, pressure vessels, and tubing fittings. Question 7: Under section 5.24 for repairs, will the Contractor be reimbursed for labor? Answer 7: 5.24 Repairs: Repairs to ROS shall be made in a timely manner. All repair requirements of the water treatment plant determined to be required by the Contractor shall be accomplished by the Contractor as part of their normal work day. If the work will require a service order, the contractor shall call the COR to initiate a service order. Labor shall be included in the monthly fixed price. A reimbursable material CLIN is provided in the contract for parts and materials. Question 8: FBO Synopsis Pg 3. CLIN 2001 is missing, is this by mistake or on purpose? Answer 8: Please review the attachment labeled CLIN Structure for the newly revised CLINs Question 9: Will method of payment be Visa Payment or Wide Area Work Flow (WAWF)? Answer 9: It is the contractor's choice if they want to be paid by Visa or WAWF. If the contractor chooses Visa, they shall incorporate any additional costs into their pricing. Question 10: FBO Pg. 4 Last paragraph says, "All quotations shall be clearly marked with RFQ reference number..." Need to clarify that this is an RFP. Answer 10: This is a Request for Proposal and all proposals shall be clearly marked with the RFP Solicitation Number of W905MW1191WP01. Question 11: PWS 1.6.6 - Type of Contract was not specified. Answer 11: The contract will be Firm fixed price with reimbursable CLINs for parts and materials Question 12: Does the government want us to provide an estimated NTE amount for the X003 CLINs "Materials, Equipment and Supplies" or is this to be left blank for the government to specify at a later time? Answer 12: The NTE amount for CLINs 0003 and all respective CLINs for Materials, Equipment and Supplies will be $75,000.00 Question 13: With regard to CLINs 0002, 1002, 2002, 3002, 4002, wouldn't it be better to list each RO System individually (as done in the past) with its respective monthly charge? Answer 13: Yes, offerors shall provide their price per system (see Technical Exhibit 3 - RO Systems List). YPG currently has 42 Reverse Osmosis (RO) Systems that are online. Once the Yuma Test Center's (YTC) and Kofa Firing Range's (KFR) Water Plants are fully functional to where the water testing is at its proper levels, then 35 RO Systems will be shut down. Below are the 7 RO systems that will stay online: 1. Bldg. 3490 N - Feeds Ultrasonic Cleaning System 2. GP5 - Provides boiler feed water. 3. Bldg. 3527 - Provides Ultrapure water for tests. 4. Bldg. 5101 - Isolated from KFR and YTC Systems. 5. Bldg. 6015 - Provides boiler feed water. 6. Bldg. 2105 Mech Room - Provides Ultrapure water for cleaning solar field and humidifiers. 7. Bldg. 2060 Petroleum Lab - Provides water to Lab DI System Carwash at KFR, spot free water. As the RO systems are shutdown, they will be removed from the contract via modification.
