- The purpose of this sole-source synopsis is to notify industry that US Special Operations Command (SOCOM) intends to issue a sole source contract to The Ravens Group, Inc., a Service Disabled Veteran Owned Small Business. The proposed action is for Information Technology process support to the USSOCOM Information Management Technology Office The contract will be issued in accordance with FAR 19.140-Sole Source to Service-disabled Veteran-owned Small Business Concerns which states a contracting officer may award contracts to SDVOSB concerns on a sole source basis before considering small business set-asides provided the contracting officer does not have a reasonable expectation that offers would be received from two or more SDVOSB concerns; the anticipated award price of the contract, including options will not exceed $3.5 million; the requirement is not currently being performed by an 8(a) participant; the SDVOSB concern has been determined to be a responsible contractor with respect to performance; and the award can be made at a fair and reasonable price. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. However, all responses received by 12:00 PM EST on 20 September 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
