- Please see below: Vendor Questions: Study for Asbestos at the National Courts Solicitation Number: GS-11P-11-YT-C-0321 __________________________________________________________ 1. Item 10 in Section IV (Project Background) mentions that the proposed scope of work and its execution has been reviewed. Is there already a Scope of Work or "Program" developed for this project or is this referring to the Scope of Work in the Solicitation? Answer: No, there is NOT already a Scope of Work or "Program" developed for this project. Yes, the following reference in Item 10 in Section IV (Project Background) "The GSA Safety, Environment and Fire Protection Branch, the Building Manager, and the customer agency representative(s) have been notified of the proposed project, and have reviewed the proposed Scope of Work and how it will be executed. " Is referring to the Scope of Work in the Solicitation. 2. Item 11 mentions a Pre-Proposal Site Visit on January 13, 2011. Was this for the development of the Specification? Answer: A Site Visit and meeting on was conducted on January 13, 2011 with the GSA Project Manager, the Customer Agency representatives and the Building Manager, to confirm their concurrence with the proposed Scope Of Work for this Solicitation. 3. Will there be a Pre-Proposal meeting for this Contract? Answer: No, a Pre-Proposal meeting for this Contract was not planned for this RFP. 4. A price proposal is being requested. Are you looking for only hourly rates of applicable labor categories or do you also want a total estimated fee? Answer: The price proposal being requested by the Scope of Work, is for a "fixed fee", not to exceed the total estimated cost of the requested price proposal. We request both the applicable labor categories and hourly rates that compile into your estimated fee. 5. If you require a total estimated fee, should we use the not-to-exceed fee listed in Section XIII (Fee an Payment) as the budget? Answer: The "fixed fee not to exceed $198,000 (One Hundred Ninety Eight Thousand ) Dollars" listed in Section XIII (Fee an Payment) of the Scope Of Work for this Study and the Solicitation is listed in error. The Total Estimated Fee for this Study and Solicitation, (i.e. the "fixed fee not to exceed _______ Dollars" for this Study and Solicitation), shall be based on the Architect-Engineer's proposal for the total estimated cost to deliver the level of effort required to meet the STUDY OBJECTIVES, and provide the SCOPE OF ARCHITECT-ENGINEER DESIGN SERVICES required to fulfill PROJECT OBJECTIVES, as prescribed by the Scope Of Work. 6. Is the budget for the subject project for removal of all asbestos, ceiling tile and insulation the $2,320,029? Answer: The $2,320,029 listed in Scope Of Work for this Study and Solicitation, is the current GSA Estimated Construction Cost (ECC) for the construction work required for this project; The Study to be developed and delivered by the successful Offeror. ( i.e by the successful ARCHITECT-ENGINEER (A-E), shall provide a Project Cost Estimate establishing the Project Construction Budget, the Estimated Construction Cost (ECC) and the Estimated Contract Award Amount (ECAA) for the project, as prescribed by the Scope Of Work.
