Description
E85 Fueling Station. This is a combined synopsis/solicitation announcement, combined with the attached drawing constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA Forest Service intends to award a Firm-fixed-price contract for the following project: A detailed description of requirements is included in the attached statement of work. This solicitation is issued as a Request For Proposal (RFP). Applicable clauses and provisions and wage determinations are attached. (1) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its proposal or complete the Representations and Certifications on line at http://orca.bpn.gov. (2) This combined synopsis/solicitation is being issued as a Total Small Business Set-Aside. The NAICS code for this requirement is 237120, and the small business size standard is $31.0 million. (3) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (4) The only site visit is scheduled for 9:00 a.m. Central Standard Time (CST) on Monday, September 19, 2011, at 100 Van Morgan Drive, Golden Pond, KY 42211-9001. (5) Period of performance is 60 calendar days. (6) FAR 52.212-1, Instructions to Offerors-Commerical items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to submit references including contact name and number for similar work completed as well as a description of the equipment intended for use on this project. (7) Evaluation factors. Past performance and technical capability is greater than the price. (8) Questions regarding this solicitation shall be e-mailed to Margie A. Mitchell at mamitchell@fs.fed.us. All questions regarding this solicitation shall be received electronically no later than the close of business on Tuesday, September 20, 2011. Answers will be provided by the close of business on Wednesday, September 21, 2011. (9) Proposals shall be received no later than Friday, September 23, 2011 at 12 noon CST addressed to Margie A. Mitchell, 100 Van Morgan Drive, Golden Pond, KY 42211. NOTE: The United States Postal Service only delivers mail to our office on Tuesday and Friday of each week. Electronic proposals are preferred. E-mail mamitchell@fs.fed.us. (10) FAR 52.211-6 Brand Name or Equal. (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal", the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must -(1) Meet the salient physical, functional, or performance characteristic specified in this descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" products, the offeror shall provide the brand name product referenced in the solicitation. (11) The Contractor must be bonded in the amount of $100,000.00 to protect the government from any loss of funds. Proof of bonding is required within 10 days of award. (12) Any amendment(s) issued to this RFP will be published on this website. Therefore, it is the Offeror's responsibility to visit this website frequently for updates on this procurement. (13) Proposals must be valid for sixty (60) days after due date. (14) Proposals shall encompass the entire project to include submittals.
