Description
This is Word version of Intent to Award Sole Source INTENT TO AWARD SOLE SOURCE FIRM FIXED PRICE CONTRACT A. Contracting Office Address Department of the Air Force, Air Force Materiel Command, ASC - Aeronautical Systems Center, 2275 D Street, Wright-Patterson AFB, OH, 45433-7228 B. Description This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within THREE (3) business days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Authority permitting other than full and open competition for this acquisition is provided under 10 USC 2304(c)(1) and, specifically, FAR 6.302-1, "Only one responsible source and no other supplies or service will meet the unique and specific needs of the SCP database". Additionally, the services obtained under this contract will eliminate both substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays. See FAR 6.302-1(a)(2)(iii). Air Force Materiel Command, Aeronautical Systems Center, Wright Patterson AFB OH, intends to award a sole source Firm-Fixed Price contract to PESystems, Inc for the purchase of services to sustain and maintain the Air Force Sustainment and Curriculum Portfolio (SCP) database located at the Air Force Institute of Technology, School of Systems and Logistics, Kettering Research Park Campus, Wright-Patterson AFB, located in Kettering, OH. The contract will be awarded with a base period through April 2012, with a possible option period through September 2012. The SCP is the Air Force sustainment resource for education and training. The program is an easily accessible, common database portfolio for all sustainment related education and training courses available to Air Force personnel. The program provides the ability for the SCP managers to implement lean business processes to consolidate and eliminate duplicate courses, ensure that logistics/sustainment course development is in compliance with the approved Air Force Instructional System Development (ISD) Model, and properly aligns courses with the DoD Human Capital Strategy (HCS) by assisting functional and career field managers to match core competencies with existing course curriculum. There exists a critical need to maintain and sustain the SCP database capabilities along with the integrated semantic search technologies and language management software. The core need is to have this Sustainment Curriculum Portfolio Program managed, tested, integrated and modified at AFIT by experienced technologists to fully meet the needs of Air Force Logisticians. The SCP database is a joint effort with the USAF Logistics, Installations & Mission Support (HAF/A4/7 and HAF/A4I) and AFIT/LS to establish a master catalog for all logistics sustainment related courses. The database provides a mechanism for organizational course contributors such as AFIT/LS and Depot Maintenance (DM) to publish course data in a database that can then be accessed and searched by community members looking for this information. Market research was previously conducted and it has been determined this is a sole source requirement IAW FAR 6.302-1. Over fourteen (14) months of market research revealed that the best value to the government would be to leverage the existing DoD software solution and database management team currently in place with the skill set expertise required to sustain, improve and manage this technology. Further, research concluded that acquisition of services was needed, not a product. Additionally, market research found that awarding to another vendor would cause delay and system downtime while the new vendor trained on the SCP database and learned how to maintain it. Lastly, award to another contractor would cause the Government to incur substantial duplicate costs that could not be recovered in competition. This delay and downtime would be approximately six (6) months at a cost exceeding $900,000 dollars.
