- The U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL) located at 2565 Plymouth Road, Ann Arbor Michigan, requires a Solar Simulation Lighting System to be installed in a soon-to-be commissioned hot test cell. This procurement includes options for extending the target footprint; spare parts; and maintenance on the equipment after the initial warranty has expired. A "DRAFT" of the proposed Statement of Work for this requirement is available now on the following website http://www.epa.gov/oam/cinn_cmd. A firm-fixed-price contract will be issued. Contract award will be made using best value methodology. This is a full and open competition requirement. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. See the website www.ccr.gov for information about registration. It is anticipated that the complete solicitation will be posted on or about September 28, 2011 on the World Wide Web (www.epa.gov). The direct link URL for the solicitation when issued is http://www.epa.gov/oam/cinn_cmd. It is the responsibility of the offerors to monitor the EPA website for changes or updates. No hard copies will be available. All responsible sources may submit a proposal which shall be considered. An organized site visit has been scheduled for 9:00 am, Thursday, September 29, 2011 at the EPA Ann Arbor, MI facility.
