Description
This is a Notice of Intent to award a sole source contract under statutory authority, 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The government intents to award a sole source (See approved sole source justification below) fixed price contract to Old School Training Systems, LLC.., 1264 Sweetwood Circle, Auburn, AL 36830-2130. MEMORANDUM FOR 42 CONS/LGCB FROM: BARNES CENTER/MSB SUBJECT: Sole Source Justification for Air Force Form 9 No. F2XHC81209A002 for Old School Training Systems, Auburn AL. 1. Description of Supplies/Services to be Acquired: a. The scope of this effort is to retain Old School Training Systems, Auburn AL to validate (test) and revise (as needed) the development of human performance curriculum materials developed in 2011 as part of a major revision to the NCO Academy Academic Program. b. Required Period of Performance : 30 Sep 11 thru 29 Sep 2012 c. Total etimated value of this requirement (include option years): $65,000 2. Facts Justifying Award to Sole Source: a. The Old School Training Systems, Auburn AL, under contract FA3300-10-P-0337, began development of a human performance curriculum project comprised of components on nutrition, exercise content, 15 session progressive exercise programs, and faculty training. The continued services of contractor, Old School Training Systems, are needed through 2012 to complete the project and validate (test) the curriculum materials, as required by AFI 36-2301, Developmental Education and AFH 36-2235, Instructional Systems Design, once students are exposed to the learning eaxperiences. Due to the non-availability of end-of-year funding, the initial plan to implement and validate the curriculum materials developed under FA3300-10-P-0337 has been delayed until Sep 2011. Old School Training Systems, Auburn AL worked closely with EPME instructional designers for 5 months b. GSA and multiple web sites have been searched to find a contractor that can provide SME services with similar credentials to Old School Training Systems to no avail. Although there are other organizations available that could possibly develop similar curriculum materials, none could be found with the necessary credentials capable of validating the developed materials. Required SME qualifications: Functional Conditioning SME Education: Minimum: MS Exercise Science, Completed Courses at the Doctoral Level Certfiications in Crossfit Level 1, Russian Kettlebell, Coaching Strength and Conditioning, and American Kettlebell. Experience in teaching courses in kinesiology, nutrition, nutrition assessment for sports performance and performance training. Experience also in developing fitness programs at the colelgiate level for large groups, targeting the improved performance of competitive athletes. Additionally, the contractor is familiar with conducting research on nutrtiion and supplementation, and its relationship to human performancel. Nutrition SME Doctoral level proficiency in Nutrition and Food Science Certifications as a Registered Dietician and a Licensed Dietician Experience in developing and teaching nutrition, dietetics, nutritional physiology, diet assessment, community nutrition, sports nutrition and food science courses at the collegiate level. Experience also in conducting research centered on the prevention and treatment of obesity and food related diseases, presented in scientific journals and at national scientific meetings. Currently, the only known organization possessing the required capabilities of both the Functional Conditioning SME and the Nutrition SME, is Old School Training Systems of Auburn, AL. This contractor designed the Human Performance Sustainment program and has trained 160 faculty members to implement it. The proposed sole source is the only known source that can satisfy the Government's requirement using one SME that meets all of the required qualifications. c. No action can be taken to preclude future sole source acquisitions under the current conditions. The proposed SME designed and developed the curriculum FY11 to be implemented in the first class of FY12. The SME worked with the EPME instructional designers for 5 months to complete the project and it is necessary this contractor validate the the curiculum materials in accordance with AFI 36-2301 and AFH 36-2235. Moreover, as Old School Training Systems, has trained 160 faculty using the program developed under FA3300-10-P-0337, if any part of the program is flawed, the risk would be minimized and the issues mitigated rapidly by adjusting the instructor training program to ensure future faculty has the skills necessary to execute the program. 4. Regulatory authority permitting soliciting from a single source: As implemented by FAR Part 13.106-1(b), "For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization)." 5.
