The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Labor Relations Board intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Labor Relations Board is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. The requirement, in part, reads: "It is recommended that the NLRB limit the sources of competition for the acquisition of the supplies identified below to the brand name "Lenovo" and related computer image creation services." This order is a follow-on order based on the initial award made last year after an non-limited source, fair opportunity competition for laptop computers on E-Buy. Custom Imaging Services are to be initiated within 30 days of contract award. Upon testing and acceptance of the final resulting NLRB Windows 7 created image, laptops will be scheduled for delivery to the various offices. The NLRB will provide a list of the quantities and dates of delivery per office (including the Headquarters location) to coincide with planned onsite deployment activities and support. The deployment period is planned for November 2011 through March 2012. A list of NLRB field office locations is provided in Exhibit I - List of NLRB Offices (see attachment). New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.As stated in Line Item Detail 001, in the above term and in the attachment, this request is seeking Lenovo products only; all bid submissions must be Lenovo items in order to be considered for award. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The offeror must provide within its offer the number of days required to make delivery after it receives a purchase order from the buyer. No partial shipments are permitted unless specifically authorized at the time of award. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
