Description
Amendment No. 2 is issued to Request for Quote (RFQ) Solicitation Document No. A11PS01537 as follows: 1. Amendment No. 1, Revised SOW and Reponse to all Questions is cancelled in its' entirety; the questions and response provided are no longer valid. 2. a. Revised 09-12-2011 Section C Statement of Work is inserted into the RFQ Solicitation Document. b. b. Site Map Drawing is available upon fax request to: Fax No. 602/ 379-6763, Attention: Kevin Warren, Contract Specialist. 3. Block 10 / Closing Date for receipt of quotes is extended to 09-16-2011, Friday, 4:30 PM COB Phoenix, AZ local time. 4. Response to Questions are provided: Question 1: On the ornamental iron fence the posts are called out as 2.5"x2.5" 14 gauge. The double swing gates are going to be too large to be supported by this size post. What size post would you like to use for the gates? RESPONSE: Use 4" X 4" 14 Gauge posts at vehicle gate locations. Question 2: The scope of work calls for a total of 2240' of fence and gates. After measuring the site we came up with a total of 2366' of fence and gates. 635' of iron fence and gates as well as 1731' of chain link fence and gates. RESPONSE: A revised estimate is 902 LF Wrought Iron Fence and 1,472 LF of Chain length for a total of 2,374. Question 3: Are you requesting razor wire on the chain link? RESPONSE: No razor wire on this project. Question 4: The scope of work calls for (7) gates for vehicles and walk through passage gates. (4) rolling gates and (3) walk gates. There are actually (10) gates. The iron fence has (5) gates: (1) 18' wide double swing gate, (1) 28=9' wide double swing gate, (1) 20' wide double swing gate, (1) 6' wide walk gate and (1) 4' wide walk gate. The chain link fence has (5) gates: (2) 20' wide double swing gates, (2) 4' wide walk gates and (1) 5' wide walk gate. RESPONSE: a. Front: 1 - 26' Wrought Iron Gate with 13' double swinging gates Requires concrete coring on concrete curbing (2 ea)1 - 20' Wrought Iron Gate with 10' doubling swinging gates for vehiclesRequires concrete coring on curbing (2 ea)1 - 10' Wrought Iron Gate with 5' doubling swinging gates1 - 10' Wrought Iron rolling gate - Requires coring on concrete (2 ea)1 - 4' Wrought Iron Pedestrian Gate b. Perimeter2 - 4' Pedestrian Gates Chain Link1 - 12' Gate with 6' Double Swinging Gates Chain Link1 - 5' Pedestrian Gate Chain Link Question 5: The scope also asks for spring loaded self-closing hardware on the walk gates. This would be difficult to accomplish unless you use a sealed bearing hinge which is expensive and not specified. Are the gates to self-latch as well or simply close to a gate stop? Is there any specific latch requested, or something that is simply lockable? RESPONSE: Close to gate stop on all pedestrian gates. Gates are to be self -closing using the most efficient and economical means available. Pedestrian gates on chain link are to be self-latching. Question 6: The posts and pickets were specified for the iron fence, but the two horizontal rails were not. The standard would be 1 ?' X 1 ?" 16 gauge. What is the spacing on the pickets? 6" is standard. Given the gates sizes above I would suggest larger posts than what is called for on the gates. Please advise. RESPONSE: Go with the standard on the two horizontal rails, 1.5" x 1.5" 16 gauge. San Simon is an elementary school, so spacing on picket is to be 5" on center. Question 7: There is no mention of the size or number of horizontal rails for the ornamental iron fence. They are typically 2 rails that are 2"x2" 14 gauge tubular steel. Can you tell us what will be required for the rails? RESPONSE: Use 2" X 2" 14 gauge tubular steel. Question 8: The footage as measured at the site visit varies substantially from the contract documents. Will we use the contract quantities or the quantities measured during the site visit? RESPONSE: See response to Question 2. Question 9: The picket spacing on the ornamental iron fence is not called out. They are typically 5" on center for an elementary school. This will leave a 4.25" gap between pickets. Will this be the required spacing? RESPONSE:: Go with 5 inch on center. Question 10: There are areas where the posts will be on existing concrete sidewalks. Will we be required to core drill holes for the posts or will plated posts be acceptable? RESPONSE: Core drilling is necessary at 6 locations on the vehicle gates in front. Question 11: There is some clearing of trees on the south property line. Will that work be done by the school? RESPONSE: This is a contractor responsibility. See SOW item D.2 Question 12: The contract documents call for 4 rolling gates and 3 walk through gates. The site visit revealed the need for 5 swinging vehicle gates and 5 walk through gates. Can you verify the gate number, type and opening sizes? If you add walk gates will they in fact be required to be self-closing? RESPONSE: Revised scope; see response to question 4. Question 13: Will staking be done by the BIE as indicated in the contract documents? RESPONSE: Yes, completed. Question 14: Are TERO regulations and fees applicable? RESPONSE: Yes, refer to page 2 of the solicitation. Question 15: Will the School be responsible for locating any underground utilities that are private? The private utilities are typically not located by Blue Stake RESPONSE: Call bluestake, they will contact the tribal utility authority. There are no private utilities. Question 16: I do not see an attachment of the Buy American Act. Is there a requirement that all material are manufactured in the United States? RESPONSE: Yes, Refer to solicitation clause I-6 (52.212-05) clause number 36. Question 17: Will background checks be required? If so, what is the cost and expected time allowance granted for the background checks? How will this affect the 90 day schedule? RESPONSE: Contractors must have background checks. This applies only to the project foreman. If a current project foreman does not have a clearance, allow for 30 days and a cost of approximately $125.00. Question 18: Will you want us to survey? RESPONSE: No survey required on this project Question 19: It is recommended all wrought iron fences to be galvanized so it will not rust and will need 10 less times to be repainted in the future years. RESPONSE: Stay within the scope. Calls for flat black finish. Question 20: We were shown 10 areas for gates but the plans only show 7, can we receive the other 3 gate plans. RESPONSE: Statement of Work and Drawing revised. Total of 9 Gates. Question 21: We were told all big gates to be portable swing gates instead of rolling. Response: SOW and Drawing revised. Question 22: Do we have to haul away the tree and brush we trim for the fence line or will you provide a dumpster? RESPONSE: Contractor Responsibility see SOW item D.2.
