- Description
- The Environmental Protection Agency, Region 4, Atlanta, GA intends to award on a sole source basis to Safe Environment Engineering, Valencia, CA 91355, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for a robust, swift-deployment, remote data monitoring system capable of providing real-time, geographically-referenced monitoring data and transmitting the data to a remote monitoring station through cellular internet connectivity. The system should be designed to utilize data from existing monitoring instruments that EPA Region 4 currently owns. This procurement is for the following items: 1. Three each Lifeline Gateway Dual Cell MESH; 2. Five LINC MultiRae/AreaRae; 3. Two LINC DataRam; 4. Two LINC Ludlum 2241-2/2241-3; 5. Two ludlum Processing Board w/tic sound and calibration; 6. Two LINC HoneyWell Single Point Monitor; 7. Three LINC PowerBack; 8. Two LINC 4400mAH Battery; and 9. Shipping and Handling. The following specification of this product cannot be satisfied by any other vendor: (1) System must utilize an open standard-based Internet Protocol (IP) network communications model to implement wireless sensor communications; (2) The data communicated must be made available in the DHS standard Common Alerting protocol (CAP) format; (3) The system must provide a mechanism for real-time, user configurable, unrestricted streaming of the CAP data to both local and remote servers; (4) Vendor must be sensor agnostic without any vested interest in the sale or support of any particular sensor equipment or sensor technologies; (5) Vendor system must enable control of wireless communications with sensors and data both locally and remotely via the internet; and, (6) Sensor communication components must be low power requirement for intrinsically safe assessment (<7.4 volts). Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. this notice is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Safe Evnironment Engineering. The NAICS Code/Size Standard is 334290/750. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Party 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000. there is no solicitation package available.
