Description
Revised RFQ The U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), located in Honolulu, HI. is seeking a contractor who will show the economic relationship between wild-capture fisheries and marine aquaculture. PIFSC conducted a conjoint study to investigate consumer preferences for wild-caught fish vs. aquaculture products. The study was fielded in both Hawaii and Kentucky. The preliminary results from the state of preference study show significant differences between the two states in consumers' preferences for wild-capture fish vs. marine aquaculture products. While Hawaii consumers are willing to pay more for wild-caught fish products, in contrast, the Kentucky consumers are willing to pay more for the aquaculture products. In addition, consumer willingness to pay for the same feature of a product differs across states as well. Building on these findings, the objectives of the study is: 1) to extend the survey to other selected states within U.S. and to gather a dataset with the different states; 2) to conduct further analyses to compare the differences of consumer preferences among different states and investigate the influences of consumers' demographic information on the preferences; 3) to estimate and quantify the trade-offs that respondents are disposed to make between attributes; 4) to compare the differences among different species. NOAA intends to issue a fixed price purchase order with a period of performance for twelve months. To be considered, firms must furnish detailed information concerning their capability to provide service. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform the requirement. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This is a simplified acquisition estimated value not to exceed $100,000.00. The entire solicitation is attached. No further solicitation documents will be issued. The Pacific Islands Fisheries Science Center requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). This is now full and open and interested parties must respond within four (4) days after publication of this notice.
