Description
The Department of Veterans Affairs is seeking proposals from General Contractors to construct Phase 4 Parking Structure at the VA Caribbean Healthcare System, San Juan, Puerto Rico. This procurement is a 100% set-aside for small businesses. This project 672-085B, Seismic Corrections Phase 4 Parking Structure, is a design-build construction project. The project is to Design & Construct a new parking structure at the VA Caribbean Healthcare System, San Juan, PR. The structure will be located west of the VA Caribbean Healthcare System loading dock & will accommodate approximately 776 vehicles. The proposed structure shall consist of augered concrete piles, cast-in-place post-tensioned concrete beams and slabs, cast-in-place concrete columns and shear walls, seven (7) parking levels, and a pedestrian sky bridge connecting with the main hospital. Up to (5) passenger elevators and three (3) stair towers will be provided. Surface parking lot to accommodate approximately 73 parking spaces will be constructed. Street access to the new parking structure will be off of Casia Street which will undergo significant improvements. A new access route to the South Bed Tower will be provided for emergency vehicles, service vehicles, and vehicles dropping patients at the Bed Tower main entrance. The design and construction of this project should allow for maintaining full operation of the existing facility during work. A key item to achieve this task is to provide a new entry drive from Tren Urbano San Francisco Station access road at the south end of the campus to maintain access for emergency and service vehicle to the south side of Building 1. Design and Construct blast barriers adjacent to existing mission critical facilities (Bulk Oxygen Storage Tanks and Emergency Generator Farm). The design shall be completed in BIM. The contractor shall furnish all labor, materials, equipment and supervision necessary to provide design and construct the new parking structure with pedestrian bridge as indicated on the plans and specifications of the solicitation. There are two base bid items: CLIN 001-Base Bid Item 1 - Design and General Construction; CLIN 002 Base Bid Item 2 - Physical Security. Additionally, there are six add alternates: CLIN 003 - Add Alternate #1 - Add Suicide Deterrent Grilles in all openings; CLIN 004 - Add Alternate #2 - Photo Voltaic Array; CLIN 005 - Add Alternate #3 - Vegetated "Green" Walls; CLIN 006 - Add Alternate #4 - Suicide Deterrent Grilles and Stainless Steel Mesh Screening; CLIN 007 - Add Alternate #5 - Parking Space Counters: General at all levels and accessible spaces at levels 1 and 4; CLIN 008 - Add Alternate #6 - Elevators 1 & 2. The work is located at VA Caribbean Healthcare System, San Juan, PR. The Offeror shall furnish, and obtain any and all necessary licenses and/or permits required to perform this work in Puerto Rico. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. The magnitude of this project is between $20,000,000.00 and $50,000,000.00. The NAICS Code for this work is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5M. Small business subcontracting goals for this project are as follows: (a) 17.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 3% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Veteran-Owned Small Business (VOSB); (e) 5% Women-Owned Small Business (WOSB); and (f) 3% HUBZone Small Business. In accordance with FAR 52.219-14, the prime contractor will be required to perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. Documents will be available on or about September 30, 2011. A Pre-Proposal conference is scheduled for October 19, 2011 at 1:00PM EDT, in the auditorium at the VA Caribbean Healthcare System, 10 Casia Street, San Juan, PR 00921. The offerors shall submit questions to the Contracting Officer but not later than October 27, 2011, at 2:00 pm Eastern time to Diane Campbell at Diane.Campbell@va.gov, and William Picking at William.Picking@va.gov. The government will respond to all questions not later than November 15, 2011, via an amendment on FedBizOpps. In the subject line of any e-Mail sent, identify: VA SAN JUAN PHASE 4 PARKING. Proposals are due to the Contracting Officer by November 15, 2011, 2:00 PM Eastern Time. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Prospective offerors who would like their company name included on the IVL list may do so on the FedBizOpps website under IVL. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. In addition, Offerors must complete the On-Line Representation and Certifications Application (ORCA) in order to receive a contract award.
