Description
The United States Department of Agriculture Forest Service intends to issue a solicitation under Solicitation Number AG-024B-S-11-0018. This is a pre-solicitation notice for the National Interagency Fuels, Fire, and Vegetation Technology Transfer (NIFTT). The NIFTT group is sponsored by the Interagency Fuels Committee and the LANDFIRE program. NIFTT is a component of the Wildland Fire Management Research, Development, and Application program within the Rocky Mountain Research Station. NIFTT's mission is to assist land managers with conducting effective fuels, fire, and vegetation analysis technology for addressing risks related to severe fire behavior and fire effects, and to restore healthy ecological systems. NIFTT's focus has been to: 1) develop efficient, science-based fire behavior, fire effects, and ecological departure assessment tools; 2) provide a variety of associated curricula (e.g., online courses, tutorials, guidebooks, and workshops); and 3) provide user support through the management of 3 Help Desks to address any questions relating to NIFTT tools, NIFTT curricula, and LANDFIRE data (i.e., helpdesk@niftt.gov, helpdesk@frcc.gov, and helpdesk@landfire.gov). A Firm-Fixed Price contract award is anticipated for this acquisition. The solicitation is a total small business set aside. The North American Industry Classification System (NAICS) code the Government anticipates this requirement will fall under is 541511 (other computer related services) with a size standard of $25.0 million. Once the solicitation is posted, it will only be issued electronically. It will be available only via the Federal Business Opportunities web site (www.fbo.gov). Potential offerors will be responsible for downloading their own copy of the solicitation package. No paper copies will be furnished. Potential offerors MUST register at www.fbo.gov in order to receive notification and/or changes to the synopsis and resultant solicitation. No bidders mailing list will be maintained. Any prospective offerors must be registered in the Central Contractor Registration in order to be eligible for award. Additional information on CCR is available at https://www.bpn.gov/ccr/. Once posted, this solicitation will have a short response time of approximately 8 days. The Solicitation will be posted on or about September 14, 2011.
