Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-11-RP-0279 for the following: The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) furnishes headstones, markers and niche covers for deceased veterans worldwide. Memorial headstones, markers and niche covers are also furnished to memorialize veterans whose remains are non-recoverable. This contract is to provide all labor, and materials necessary to perform inscription services on government owned headstones, markers and niche covers, on-site at Calverton National Cemetery, 210 Princeton Blvd, Calverton, NY 11933. The contractor shall be responsible for the security and protection of the blanks, which are considered government furnished property, provided to the contractor in connection with this contract. All blanks that do not meet the specifications pre- and post inscription will be considered unusable or rejects and the quantity will need to be reported to the cemetery point of contact and to MPSProgSupport@va.gov. The contract covers the period from October 1, 2011 through September 30, 2012 with four (4) 1-year options to extend the term of the contract through September 30, 2016 if exercised by the Government. Note: Niche cover inscription services (H1) will begin on 10/1/2015. All work shall be performed in accordance with the specifications, drawings, terms and conditions of the contract. On-Site Inscription Services must begin no later than thirty (30) days after contractor award date. Before submitting a bid, it is the responsibility of the contractor to perform due diligence of the contract requirements and examine the pre-determined location of the sandblasting area within the cemetery property. Contractor shall be required to provide and maintain a secure portable structure(s) to perform sandblasting operation, store equipment and for possible curing of headstones prior to sandblasting. The structure(s) must be built so work may proceed without regard to weather conditions and power outages. The site for the blasting structure/storage and inspection area will be located within the cemetery property. This acquisition is 100% Service-Disabled Veteran Owned Business Set-Aside. The NAICS Code is 327991. Size standard of 500 Employees is applicable. The contractor shall have ten (10) business days, excluding federal holidays, as counted from the date following the day an order is sent to the contractor until the monuments are produced and made available to the cemetery for final inspection. Evaluation criteria for this award will be in the following descending order: 1) Past Performance, 2) Technical, 3) Price. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around September 12, 2011. Responses to the solicitation are due by 2:00 p.m., September 26, 2011. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at FedBizOpps.
