- The Naval Surface Warfare Center Panama City (NSWC PCD) intends to issue a sole source purchase order to Rescue Technology, 251 Beulah Church Road, Carrollton, GA 30117-1465 for the acquisition of 65 (65) heavy duty anchor slings, one hundred ninety five (195) extra wide carabiner, two hundred seven (207) 3 rescue pullies. This acquisition is unsuitable for full and open competition for the following reasons. A rope block and tackle system is the only type of system available that meets all of the required Safety Standards and System Requirements. The critical parts of the extraction system are the rescue pulleys, anchor slings, and carabiners. The Extraction System is currently being used by the Navy because all components and accessories use a corrosion resistant coating because the system will be used in a marine environment. Rescue Technologies is the only company that provides the required rescue pulleys, carabiners, and anchor slings that will work with the extraction system. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 339999 and the size standard is 500 employees.
