Description
Under the authority of FAR 6.302, Edstrom Industries, Inc. is the sole proprietor of this device and no other supplies or services will satisfy VISN 9 requirements. The Dept. of Veterans Affairs, Network Contract Activity, VISN 9 intends to make a sole source award to Edstrom Industries, Inc. with an estimated value of $69,475.00 for the purchase of a Base Year plus Four (4) Option Year Edstrom Security System Service Agreement. This service will be used at VAMC Lexington, Kentucky, 1101 Veterans Drive, Lexington, Kentucky 40502 and will work in conjunction with existing equipment to maintain consistency and agency standardization. SOLE SOURCE JUSTIFICATION: Under the authority of FAR 6.302, Edstrom Industries, Inc. is the sole proprietor of this device and no other supplies or services will satisfy VISN 9 VAMC Lexington requirements. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Maintenance of this security system performed by the proprietor is essential to and has the only solution to meet the agency's requirements at the using service Medical Facility. The government would incur undo substantial cost and risk by using a different vendor that has not been certified and trained by Edstrom Industries, Inc. on the service and installation of its software. The cost to compete in an attempt to procure different vendor does not out weight the benefit of maintaining our current standardization and consistency within the agency's operating facilities. The estimated cost for this requirement is $13,895.00 annually. This requirement will have 4 additional option years and the total cost including all options is $69,475.00. This notice of intent is neither a request for quote nor a solicitation of proposals. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs. Detailed capabilities must be submitted to Monica Kinderknecht, monica.kinderknecht@va.gov no later than September 21, 2011 @ 3 pm Central Standard Time.
