Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, R111PS81425, is issued as part of a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular2005-53. (iv) This notice is 100% Small Business Set-Aside. The NAICS Code is 519190, 541890, or 519130 Small Business Size Standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial services 0001: Subscription for Employment Advertisement targeting Diverse Applicants, Qty: 1 Year of Postings/Subscription (vi) Description of requirements for the item to be acquired are reflected below: Offerors shall be responsible for submitting all additional information on the service necessary for the Government to determine whether the product offered meets all specifications as listed in the solicitation. Detailed explanations for type of service are as follows: 1)It is the general policy of the Department of the Interior that paid advertising be used in connection with its programs only where legal requirements and authority exist (reference 470 DM 1.1E). Paid advertising must be used only where there are significant benefits that enhance public participation. To increase our targeted recruitment activities and to attract diverse candidates for specialized fields within Reclamation, we must advertise in publications and on sites read by those populations. Reaching the specific demographics will greatly assist us in targeting Reclamation's outreach by improving the goal of being reflective of the nation we serve. 2)This request is made in accordance with 29 CFR 1614.102(a)(4), which states that in support of this affirmative action program, the Agency shall, "Communicate the agency's equal employment opportunity policy and program and its employment needs to all sources of job candidates without regard to race, color, religion, sex, national origin, age or handicap, and to solicit their recruitment activities." 3)In response to a U.S. Department of the Interior initiative, the Bureau of Reclamation has developed a Diversity and Inclusion Plan to improve, in part, the under representation of women and minorities in our workforce. In order to attract and increase a highly qualified diverse applicant pool for specialized fields within Reclamation, we must advertise in publications and on sites read by those populations. 4) Rather than expend funding on advertising our positions on a case by case basis, Reclamation is requesting a source that will allow us to maintain a constant presence with diverse communities, advertising all Reclamation positions regardless of position type, geographic location, and servicing HR offices. 5) Contractor Qualifications/Responsibilities - The following factors are required for this request: " The capability to offer enough server space to maintain an average number (50) of vacancy announcements open at any one time for one year; "No Applicant Fees for Job Search "100% exposure to a diverse network audience as well as qualified Candidates; "Provides HR accessibility to Resumes; "Provides the Employer flexibility to Network & replace/modify new jobs at any time; "Automatic job alerts to candidates/applicants; "Multiple Network Channels; "National Resume Access: "Advanced Search Options; "Increased Resume Exposures; "Search Agent Email Alerts; 6) Contractor shall provide Reclamation Human Resources accessibility to Resumes. (vii) Date of delivery shall be 9/30/2011, FOB Destination, to the Bureau of Reclamation-DO-Shipping/Receiving, 6th & Kipling, Denver Federal Center, Building 67, Entrance E-3, Room 165, Denver, CO 80225-0007. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) FAR 52.212-2, Evaluation - (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are PASS/FAIL and shall be used to evaluate offers: *Technical capabilities - All Qualifications/Responsibilities reflected in Section 5) above; and *Cost/PriceIn accordance with FAR 15.304(e)(2), All evaluation factors, when combined, are APPROXIMATELY EQUAL TO COST OR PRICE. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to be the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items Alternate I applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(11)(i), b(20), b(21), b(22), b(23), b(24), b(25), b(26), b(27), b(45). (xiii) WBR 1452.203-70, Restriction on Endorsements-Department of the Interior. The Contractor shall not refer to contracts awarded by the Department of the Interior in commercial advertising, as defined in FAR 31.205-1, in a manner which states or implies that the product or service provided is approved or endorsed by the Government, or is considered by the Government to be superior to other products or services. This restriction is intended to avoid the appearance of preference by the Government (xiv) Defense Priorities and Allocations System (DPAS) ratings do not apply to this acquisition. (xv) Quotes are required to be received no later than 5:00 pm Mountain Daylight Time, Friday, September 16, 2011, and must include the following: Company name, address phone numbers, DUNS number, Tax ID or Federal ID number, itemized quote, & a copy of the completed Online Representations and Certifications Application (ORCA). Offerors shall also submit the required technical capability information and past performance information. Quotes shall be delivered via email to tjdunn@usbr.gov.
