Description
The USDA, Agricultural Marketing Service, National Organics Program (NOP) in Washington, DC intends to negotiate a purchase order on a sole source basis, under the authority of FAR Part 13.106 (b), with the non-profit Organics Materials Review Institute (OMRI) to develop and produce a guidance document and associated database, called the Permitted Substances List (PSL) for organic crop production to clarify which substances are allowed for use in organic production, according to 7 CFR Part 205. This technical service will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on OMRI being uniquely qualified for this project. OMRI is an independent, non-profit institute that reviews materials in a professional and transparent way to determine their suitability for producing, processing, and handling organic food and fiber according to 7 CFR Part 205. OMRI was started by a partnership of certifiers, the industry, and organizations with an interest in organic farming. OMRI has compiled a library of historical data, information, and resources to help develop, maintain, and inform input material decisions. This library will serve as a central resource and knowledge base for this project; no other organization is known to have this depth of information. In OMRI's 15 year history, it has reviewed thousands of brand name products with unique formulas and ingredients. Subsequently, OMRI's internal database of current and past OMRI brand name applications contains over 25,000 ingredients, some of which are synthetic and prohibited and most of which are non-synthetic or synthetic on the NOP National List. The anticipated period of performance for this technical service is September 23, 2011 through December 31, 2011. The anticipated total value of the purchase order is not-to-exceed $132,750.00.
