Description
This proposed contract action is for a service in which the Government intends to negotiate with only one source, the University of Rochester Medical Center, Dr. Glenn Currier M.D., under the authority Federal Acquisition Regulation (FAR) Part 6.302-1 (a)(2) only one responsible source, 10U.S.C. 2304(c)(1) or 41 U.S.C. 253 (c)(1). The requirement is for Dr. Currier to provide clinical expertise to a clinical demonstration project and a randomized controlled clinical trial of a services intervention to use Safety Planning for treatment of moderate risk suicidal Veterans and to link discharged emergency department patients into ongoing ambulatory care. The goal of this project is to study ways to provide safe emergency department care for moderate risk suicidal Veterans and to effectively link such patients into outpatient mental health treatment. By working closely with investigators in the VISN 2 Center of Excellence for Suicide Prevention (CoE), this will allow Dr. Currier to prevent suicide and/or treat suicidal Veterans. Dr. Currier will develop a comprehensive plan for interventions for moderate-risk suicidal Veterans treated in emergency departments. He will also develop a comprehensive plan for evaluating interventions for suicidal Veterans seeking care in emergency departments and for replicating effective interventions throughout VISN 2 and the VA, as well as, develop a comprehensive plan for sustainability of initiatives to prevent and/or treat suicidal crises in moderate-risk Veterans treated in emergency departments. Dr. Currier will assist with preparation of SAFE VET annual budget and quarterly progress reports. He will prepare presentations of SAFE VET interim findings at DoD-VA Mental Health Conference, along with the planning and implementation of SAFE VET clinical site in-person annual meeting. Dr. Currier will represent CoE at SAFE VET off-site meetings, and participate in weekly SAFE VET Executive Committee conference call. Dr. currier will lead monthly SAFE VET control site conference calls, oversee collection of Adverse Event Data for all 9 SAFE VET sites, and work with principal investigator group to collect, maintain and analyze project data. Also, Dr. Currier will work with PI group to create manuscripts and other presentations of project findings, function as a primary liaison between VISN2 CoE and study sites at Portland VAMC and San Diego VAMC, and provide monthly feedback to Kerry Knox, Ph.D. at the VISN 2 Center of Excellence at Canandaigua, and invite any commentary. This Sources Sought Notice is not a request for competitive proposals, however, all information received by 10:00 a.m. EST on September 23, 2011 will considered by the Government. A determination by the Government not to compete this proposed contract action based on responses received as a result of this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. No solicitation document is available.
