Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT utilizing Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The Mission Installation and Contracting Command Center, Fort Bragg has a requirement to procure Portable Motorola MC75 Handheld Scanners and Scanner Integration. Integration requires all new scanners to be fully operational and interoperable with existing stock of scanners currently being used at all Entry Control Points on Fort Bragg, North Carolina. Current scanners operate under a unique software licensing agreement with Lowry Holding Company, Inc. The intended delivery date is No Later Than 30 September 2011. The Government intends to award a Firm-Fixed Price (FFP) sole source contract to Lowry Holding Company, Inc., 9420 Maltby Road, Brighton, MI 48116. This firm is the sole developer/manufacturer /distributor of the software required to support the MC75 Scanners and no other source will satisfy the Governments requirement. The associated North America Industry Classification System (NAICS) Code is 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers and the Business Size Standard is 100 employees. All responses received within three (3) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, 16 September 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government for this as well as any future procurements.
