- Questions and Responses Joint Base Elmendorf Richardson (JBER) Air National Guard Air Force Reserve Command, Alaska has a requirement for Distributed Mission Training Support. The primary mission of the Distributed Training Operations Center Remote Capability Alaska (DRC-AK) is to provide expertise and staffing for the execution of Distributed Mission Operations (DMO) training events. The DRC-AK is the first remote Event Control Center (ECC) initiative developed by the DTOC. The DRC-AK will leverage proven DTOC methods and technologies to provide critical DMO training to the war fighter. This effort includes technical and program management, scenario development, DMO mission execution, data collection, data reduction and analysis. The DTOC provides expertise and staffing for the execution of Distributed Mission Operations (DMO) events, tests and provide technical and analytical expertise in support of networked operations. This effort includes technical and program management, scenario development, DMO mission execution, data collection, data reduction and analysis, test planning and reporting, requirements definition, system engineering, system software Quality Assurance / Configuration Control (QA/QC) tasks, and Verification, Validation, and Accreditation (VV&A) tasks. It is the intent of the JBER Contracting office to award a Firm-Fixed Price contract for a base year with two (2) possible option years. The contract base year will consist of a Twelve (12) month period of performance(PoP) beginning 28 September 2011 through 27 September 2012. Option year One (1) performance period will begin 28 September 2012 through 27 September 2013 and Options year two (2) an eight (8) month PoP 28 September 2013 through 27 May 2014. All qualified sources are encouraged to submit an offer which will be considered for award. The solicitation will be available through the Federal Business Opportunities (FedBizOpps) web site: http://www.FedBizOpps.gov. The site provides down loading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely though the FedBizOpps.gov site. Interested parties are responsible for monitoring the site to ensure that they have the most up-to-date information about the acquisition. Solicitation number FA5000-11-R-0011, will be available on or about 30 August 2011 with a closing date on or about 16 September 2011. This will be a 100% small business set-aside with the NAICS code 541990. The size standard is $7.0 million. Closing Date for Questions: September 14, 2011
