Description
NOAA's Marine Operation Center has a requirement, subject to the availability of funds, for dockside repairs to the NOAA Ship OSCAR ELTON SETTE. The contractor shall provide all supervision, material, and labor necessary to perform modifications, repairs, and preservation to the NOAA Ship OSCAR ELTON SETTE. The mooring shall be accomplished at the NOAA's Ford Island facility in Honolulu, HI. The Ship is tentatively scheduled to become available on November 21, 2011 and be completed no later than January 13, 2012. Specific period of performance dates will be announced at the time of the issuance of the solicitation. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 336611 and the size standard is 1,000 employees. The work is anticipated to consist of approximately 20 basic work items, and 12 option items, any of which are subject to change at the Government's discretion upon issuance of the solicitation. BASIC REQUIREMENTS include, but are not limited to: Replace Weatherdeck Door, Inspection and Repair of Forward Deck Crane, Installation of Fume Hood in Hydro-Chem Lab, Overhaul of MSD Pumps and Bookcell, Inplace Cleaning of Main Propulsion Generators, Weight Control, Repair of Thermosalinograph Low Suction, Replace Starting Air Compressor, Overhaul Leslie Valves, Replace Turbo Nozzle in #2 Main Generator, Clean Galley Exhaust Vent, Replace Life Raft Releases, Repair Portlights, Hydraulic Repairs, Modify Starboard Trawl Winch, Replace Bow Thruster Circuit Breaker, Retube AC Plant Components, Rebuild Steering Cylinders, Overhaul Dishwasher. OPTION REQUIREMENTS include, but are not limited to: Retile Main Passageway and Mess Deck, Replace Galley Refrigerator, Clean Galley Drain Piping, Replace Generator Room Supply Fans, Install Messdeck Refrigerator, In Place Cleaning of Motor Generator Sets, Convert Scientific Freezer, Coat Ballast Tank 4-B-0W, Coat Ballast Tank 4-23-0W, Coat Ballast Tank 4-23-2W, Coat Ballast Tank 4-86-1W, Coat Ballast Tank 4-86-2W. General Vessel specifications: Length (LOA): 224 ft., Breadth 43 ft., Draft: 15 ft., Displacement: 2,301 tons. Additional vessel specifications of a general nature can be found at http://www.moc.noaa.gov/os/index.html The Government anticipates that the vessel will be available for pre-bid inspection in Hawaii on or about October 11, 2011. Specific dates will be provided upon issuance of the invitation for bid. All responsible and fully responsive sources may submit a bid which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about September 28, 2011 at http://www.fedbizopps.gov/.
