Description
This is a NOTICE OF INTENT TO AWARD SOLE SOURCE Purchase Order using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be acquisition under authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. Army Contracting Command, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure L-3 Xcon X-Ray System Controllers, in support of Aberdeen Test Center, located at Aberdeen Proving Ground, Maryland 21005. CLIN 0001 The Government intends to award a firm-fixed price sole source purchase order to L-3 Service Inc., 2700 Merced Street San Leandro CA, 94577. The equipment ATC uses to test and measure time intervals between events associated with high electromagnetic and RF interference signals is designed to use the L-3 Communications Pulse Sciences Flash X-Ray System which is proprietary in nature and only available through L-3. 1: X-Ray Controller (XCon); Part Number 43120B; Qty 16 L-3 Services in the manufacturer and the original source of the government owned X-Ray Controller listed above. The system controllers are compatible with current equipment used by ATC which allow for a trigger amplifier and a delay generate, both of which will have to maintain the same level of function for ATC to continue their requirements. L-3 is the only vendor able to provide the system ATC requires to interface with the Pulsed Event Timer (PET) uses to test and measure time intervals between events associated with high electromagnetic an RF interference signals. The associated North America Industry Classification System (NAICS) Code is 334517 and the Business Size Standard is 500 employees. All responses received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interest persons may identify their interest and capability to respond to the requirement no later than 1:00 PM Eastern Time, September 22, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
