Description
Naval Air Warfare Center, PMA-266, intends to issue a new contract to Raytheon Corporation on a sole-source basis due to only one known responsible source who can meet the requirement until the full scope of the requirement can be solicited competitively. The contract action will provide integration of a weapon system into the Tactical Control System (TCS) for Rapid Deployment Capability (RDC) implementation. The Contractor shall be responsible for design, development, and test of the modification to the TCS software required by the Weapon System and subject matter expertise in support of the overall effort. In addition, the contractor shall be responsible for providing personnel, materials, services, facilities, support, data, and management required to design, develop, fabricate, test, document, deliver, and support the equipment defined by the VTUAV Weapon Specification, document PMA-266 Weaponization. Although more than one source may be able to fulfill the requirement, this would create substantial duplication of costs to the Government that is not expected to be recovered through a competition for the short term extension of services. Raytheon Corporation is currently responsible for TCS modifications and is considered the subject matter experts. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Responses to this notice must be submitted by 3:00pm EST 22 September 2011. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
